Given the diversity and context-specificity of innovation systems approaches, in March 2007 the World Bank organized a workshop in which about 80 experts (representing donor agencies, development and related agencies, academia, and the World Bank) took stock of recent experiences with innovation systems in agriculture and reconsidered strategies for their future development. Agricultural and Rural Development (ARD) is a fundamental component of Ethiopia's economic growth and poverty reduction strategy.
Ethiopia has a diverse agro-ecology and sufficient surface and ground water resources, suitable for growing various temperate and tropical fruits. Although various tropical and temperate fruits are grown in the lowland/midland and highland agro-ecologies, the area coverage is very limited. For example, banana export increased from less than 5,000 tons in 1961 to 60,000 tons in 1972, but in 2003 declined to about 1,300 tons worth less than USD 350,000.

This paper explores the application of the innovation systems framework to the design and construction of national agricultural innovation indicators. Optimally, these indicators could be used to gauge and benchmark national performance in developing more responsive, dynamic, and innovative agricultural sectors in developing countries.
This document represents a collaborative effort by the Secretariat of the Global Forum on Agricultural Research (GFAR) and the Regional Forums to agree on a common policy for advocacy on Information and Communication Management. The recognition of knowledge as a critical resource for practising efficient farming and developing agriculture makes sharing and exchange of knowledge globally vital for agricultural development.
