The Challenge of Capacity Development: Working Towards Good Practice draws on four decades of documented experience provided by both bilateral and multilateral donors, as well as academic specialists, to help policy makers and practitioners think through effective approaches to capacity development and what challenges remain in the drive to boost country capacity. The analysis is underpinned by a conceptual framework which guides practitioners to view capacity development at three interrelated levels: individual, organisational and enabling environment levels.
The publication reviews forty years of development experience and concludes that donors and partner countries alike have tended to look at capacity development as mainly a technical process, or as a transfer of knowledge or institutions from North to South.
This paper is a case study of capacity strengthening activities carried out at the Agricultural Research Corporation in Sudan between July 2008 and March 2011. This document aims to guide a small team tasked to assess the capacity for agricultural innovation in a multi-stakeholder context. The context might be an actual or potential “innovation platform” such as the three commodity-based platforms selected for the piloting capacity assessment methods, or it might be a project or programme that is more generally focused on strengthening of innovation within a subsector of agriculture within a country, such as livestock or horticulture.
This review is an information resource for development practitioners, development agencies and funders of development activities who have an interest in assessing capacity for agricultural innovation in developing countries, including the developing regions of sub-Saharan Africa. In the context that further investment in the agricultural capacity of developing countries is recognised as a development priority, the review explores what is known about the “tools” (i.e. concepts and methods) which are available to guide assessment of innovation capacity in these countries.

El presente documento sistematiza una experiencia exitosa reconstruyendo la acción colectiva que se propició para la generación, desarrollo y difusión de dicho concepto de innovación y aplicando la perspectiva de sistemas de innovación para identifi car las etapas de la misma.
This report reviews recent trends in agricultural innovation systems (AIS) and discusses the impact of a wide range of policies on the creation and diffusion of innovation in the agricultural and agrifood sector. It suggests a framework for analysing the role of governments in fostering increased innovation, with a view to helping to identify practical actions that governments could take to improve productivity growth, sustainable use of resources, and resilience to future market developments in national and global agriculture and agri-food systems.
