This project report from Wageningen UR (as a contribution to the CGIAR Humid Tropics research program) examines critical issues for reflection when designing and implementing research for development in innovation platforms’. The current document therefore aims to increase awareness about the complexity of research in innovation. The underlying idea is that innovation platforms can facilitate institutional changes and support system innovations through increased interaction, negotiation and learning between stakeholders, including (new) roles of research(ers).
Innovation Platforms (IPs) are seen as a promising vehicle to foster a paradigm shift in agricultural research for development (AR4D). By facilitating interaction, negotiation and collective action between farmers, researchers and other stakeholders, IPs can contribute to more integrated, systemic innovation that is essential for achieving agricultural development impacts. However, successful implementation of IPs requires institutional change within AR4D establishments.
Policy processes are formal and informal negotiations in which heterogeneous groups of stakeholders seek to influence policy agenda setting and the development and implementation of policy. Innovation platforms can help balance the vested interests of market actors, civil society and other stakeholders to support policy processes. They can bring together different types of expertise, experience and interests, and facilitate learning between policymakers and market and civil society actors to develop negotiated and implementable policies and regulations.
Vertical linkages occur among innovation platforms organized at different levels: community, district and national. Horizontal linkages occur among platforms situated at the same level (e.g. in multiple districts) to strengthen their bargaining position or for learning. This brief discusses ways to facilitate learning and problem solving across innovation platforms at different levels (vertical linkages) and between initiatives located at the same level (horizontal linkages). The international workshop on Agricultural Innovation Systems in Africa (AISA) was held in Nairobi, Kenya, on 29–31 May 2013. Este reporte presenta un resumen de la primera evaluación del programa del FIDA en Argentina realizada por la Oficina de Evaluación del FIDA en 2009/10.
En el presente informe se hace una evaluación parcial del Programa de Desarrollo Rural de Las Verapaces donde se resumen los principales hallazgos de la evaluación y se presentan las recomendaciones acordadas entre el Gobierno de Guatemala y el FIDA, junto con las propuestas de cómo ponerlas en práctica y quienes serán los encargados de implementarlas.
Documento de evaluación final del IFAD(Fida) a respecto de proyecto implementado en Argentina. Esta evaluación tiene como objetivo principal efectuar una valoración sobre el desempeño y el impacto del proyecto, buscando al mismo tiempo generar hallazgos y recomendaciones para futuras operaciones similares en Argentina y otros países. This report is based on substantive evidence and attempts to provide the kind of analysis that can inform policies, programmes and investments to promote a rural transformation that is inclusive of youth. It examines who rural youth are, where they live, and the multiple constraints they face in their journey from dependence to independence. A distinguishing feature of this report is that it examines rural development in the context of the transformation of rural areas and the wider economy. Opportunities for young women and men begin with a transformation towards a dynamic rural economy.
