The main objective of the Guidelines is to provide a non-binding complement to other guidelines and offer advice to RDP evaluation stakeholders on how to carry out the evaluation activities for answering the common evaluation questions related to innovation. Since the RDP’s effects on innovation in rural areas can be expected to take place, most likely, in the long-term, the guidelines focus in particular on those evaluation related activities, which will be reported in the AIR in 2019 and in the ex post evaluation. While the absolute number of disasters around the world has almost doubled since the 1980s, the average number of natural disasters in Middle East and North Africa (MNA) has almost tripled over the same period of time. In the MNA, the interplay of natural disasters, rapid urbanization, water scarcity, and climate change has emerged as a serious challenge for policy and planning.

En los últimos 25 años se han producido cambios significativos en la vida rural de América Latina, en sus dimensiones política, económica, social, laboral, demográfica, cultural y ambiental, a partir de lo que se denominó los Programas de Ajuste Estructural y de las decisiones políticas y económicas que tomó cada país en particular. Uno de los elementos centrales y determinantes de las reformas en los Sistemas de Extensión y Transferencia de Tecnología Agraria (SETTA) ocurrió a partir de fines de la década de los setentas y principios de la década de los ochentas.
