This declaration, by the participants of the V FORAGRO Meeting, aims at promoting agriculture with knowledge and at adopting the perspective of innovation in the technological policies and in the organisations.
This paper shared lessons learnt from the project of Improving Productivity and Market Success in forage development approaches, scaling up strategies, opportunities and challenges in the process of farmer innovations and innovative interventions in the value-chain of market oriented livestock development in relation to sustainable use of natural resources in two districts in Ethiopia.
This workshop paper relates to the consultation organized by the Global Forum for Agricultural Research (GFAR), FAO of the UN (FAO), Asia-Pacific Association of Agricultural Research Institutions APAARI), International Crops Research Institute for the Semi-Arid Tropics (ICRISAT). Consultation held at ICRISAT, Hyderabad, India, in December 2009. The paper focuses on the application of the ICTS in agriculture and agricultural development and includes the summary of workshop outputs and pre-workshop Think Pieces.
Mainstream agricultural research has focused primarily on technical and biological aspects and is aimed at controlling or manipulating nature through the use of external inputs, such as
agricultural chemicals or super seed. In developing countries, the results of this research have benefited some resource-rich farmers in well-endowed areas, were suitable to only a limited
extent for poorer farmers in the more favourable areas, and were - in most cases - completely inappropriate for small-scale farmers in marginal areas, e.g. in the mountains or the drylands.
Ethiopia has a diverse agro-ecology and sufficient surface and ground water resources, suitable for growing various temperate and tropical fruits. Although various tropical and temperate fruits are grown in the lowland/midland and highland agro-ecologies, the area coverage is very limited. For example, banana export increased from less than 5,000 tons in 1961 to 60,000 tons in 1972, but in 2003 declined to about 1,300 tons worth less than USD 350,000.
Graduate programs in agriculture and allied disciplines in Ethiopia are expected to make concrete contribution to market-oriented development of smallholder agriculture. This, among others, calls for realignment and engagement of the programs with smallholder farmers and, value chain, R&D and policy actors. No panacea exists, however, as to how to ensure effective linkages, and thereby responsiveness. Lessons from initiatives on the ground in the country and beyond is thus crucial to inform the development of appropriate policy and innovative strategy.
Ethiopian needs to achieve accelerated agricultural development along a sustainable commercialization path to alleviate poverty and ensure overall national development. In this regard, sustainable commercial of smallholder dairying provides a viable and growing opportunity; with deliberate, appropriate and sustained policy support. A recent empirical analysis concludes however, that Ethiopian smallholder dairy sub-sector has not been able to take-off despite decades of development interventions.
Given the diversity and context-specificity of innovation systems approaches, in March 2007 the World Bank organized a workshop in which about 80 experts (representing donor agencies, development and related agencies, academia, and the World Bank) took stock of recent experiences with innovation systems in agriculture and reconsidered strategies for their future development. This paper summarizes the workshop findings and uses them to develop and discuss key issues in applying the innovation systems concept. Theoretically, improved food security can be achieved through (a) increased availability – by extending staple food production area, higher productivity, good post harvesting practices; (b) enhanced access – as a result of more stable prices, improved farmer income, or even rural income; and (c) increased stability - through improved and sustained competitive advantage of the member firms, which eventually contribute to sustainable industry including in agriculture.
