Technological innovations have driven economic development and improvement in living conditions throughout history. However, the majority of smallholder farmers in sub‐Saharan Africa have seldom adopted or used science‐based technological innovations. Consequently, several scholars have been persistently questioning the effectiveness of intervention models in smallholder agriculture.

Mais les organisations locales sont de nature variée, toutes n'ont pas forcément envie de gérer les équipements qu'elles demandent ; ceux-ci sont plus ou moins complexes à gérer et certains relèvent des prérogatives communales. Enfin, le diagnostic initial dépend de la logique d'ensemble de l'action.
This paper reviews the extension curricula currently followed in universities in India at different levels in light of the new challenges faced by farmers, the new capacities needed among extension personnel to address these challenges, new trends in the job market and advances made in the field of extension.
In theory, under the federal structure agricultural extension services can serve communities better as it aims to be client responsive and accountable to its consumers at the village level. However, poor understanding of federalism that has only recently emerged from the persisting centralized and feudal conceptions, limited practices of democratic norms and values primarily due to the lack of understanding of local governance, and limited commitment of political actors and policy makers to federalism, may derail the good intentions behind federalism.

This briefing paper aims to raise debate about agricultural information management (AIM) in the CORAF region. It draws attention to initiatives concerned with AIM and sub-Saharan Africa (SSA) from global to local levels. Using these examples, we pose questions as to what AIM is, highlight some key dilemmas, and some promising initiatives that may provide inspiration for debate about information in development. The purpose of this issues paper is to provide an overview of the issues, numbers, disputes, and approaches so that contributors to SOW11 can share a common framework and consider how the innovations they describe fit into the larger international discourse. The paper is structured as follows: • Section 2 describes diverse perspectives on food security that emphasize global supply chains to feed middle-class populations in cities; smallholder farmers who still supply much of the world; and smallholder farmers who are relatively disengaged in commercial markets.
This paper contends that the exclusion of millions of poor from agricultural development gains is inexorably linked to the innovation system features that have evolved over time. An oft repeated lament of the Government of India about the inadequacy of reforms in agricultural research and extension, is used to explore the structure and institutions of agricultural innovation. Three main components of the agricultural innovation system, are the agricultural research and extension actors, the farming communities, and policy making agencies.
This report explores the role of rural networks in enhancing innovation processes, questioning the features of the agricultural/rural networks could enhance farmers’ ability to co-innovate in cooperation with other actors. The prospect of this investigation is also to provide interesting and significant experiences that constitute examples for the ‘European Innovation Partnership’ by increasing farmers’ capacities to create, test, implement and evaluate innovations in cooperation with other rural actors.
