Des réformes institutionnelles ont autorisé la liberté d’association dans les pays du Maghreb. L’émergence et/ou l’essor d’un réseau ramifié d’organisations offertes par ces nouvelles politiques de développement rural ont multiplié les possibilités d’action autonome des acteurs sociaux dans la vie locale.
Ce document offre un cadre de réflexion sur le renforcement des capacités, établi à partir des principaux enseignements tirés de l’expérience, qu’elle soit positive ou négative.
Les démarches de développement local sont assez standardisées : à partir d'un diagnostic territorial, on met en oeuvre un appui technique et financier aux organisations locales, pour la réalisation de projets dont elles assureront la gestion. Mais les organisations locales sont de nature variée, toutes n'ont pas forcément envie de gérer les équipements qu'elles demandent ; ceux-ci sont plus ou moins complexes à gérer et certains relèvent des prérogatives communales. Enfin, le diagnostic initial dépend de la logique d'ensemble de l'action.

Este documento analiza los temas emergentes y sus implicancias respecto a las políticas de desarrollo. La sección 2 aborda las tendencias en la expansión de los supermercados en los países en desarrollo, y la sección 3 analiza los factores determinantes del fenómeno. La sección 4 versa sobre las repercusiones en los consumidores y los minoristas tradicionales, que se encuentran en los eslabones posteriores del sistema agroalimentario, y en los procesadores, mayoristas y agricultores, que se ubican en los anteriores del mismo.
Given the diversity and context-specificity of innovation systems approaches, in March 2007 the World Bank organized a workshop in which about 80 experts (representing donor agencies, development and related agencies, academia, and the World Bank) took stock of recent experiences with innovation systems in agriculture and reconsidered strategies for their future development. In this paper, presented at the 8th European IFSA Symposium ( Workshop 6: "Change in knowledge systems and extension services: Role of the new actors") in 2008, the authors discuss a conceptual framework that understands innovation processes as the outcome of collaborative networks where information is exchanged and learning processes happen. They argue that technical and economic factors used to analyse drivers and barriers alone are not sufficient to understand innovation processes.
This report summarizes the findings of the Nigeria Agriculture Public Expenditure Review (NAGPER). The NAGPER was undertaken to achieve four main objectives: (i) establish a robust data base on public expenditure in the agricultural sector; (ii) diagnose the level and composition of agricultural spending in the recent past; (iii) understand the budget processes that determine resource allocation in the sector; and (iv) draw preliminary policy recommendations for agriculture. These objectives are admittedly modest.
The transition to a market for agricultural research and knowledge-intensive services presents various challenges for actors in the agricultural knowledge infrastructure, on both the demand side (end users of innovations such as farmers, and the government) and the supply side (providers of research and knowledge-intensive services). Public-private partnerships are a new way of carrying out research and development (R&D) in Latin America's agricultural sector. These partnerships spur innovation for agricultural development and have various advantages over other institutional arrangements fostering R&D. This report summarizes the experiences of a research project that analyzed 125 public-private research partnerships (PPPs) in 12 Latin American countries. The analysis indicates that several types of partnerships have emerged in response to the various needs of the different partners.
