The purpose of this issues paper is to provide an overview of the issues, numbers, disputes, and approaches so that contributors to SOW11 can share a common framework and consider how the innovations they describe fit into the larger international discourse. The paper is structured as follows: • Section 2 describes diverse perspectives on food security that emphasize global supply chains to feed middle-class populations in cities; smallholder farmers who still supply much of the world; and smallholder farmers who are relatively disengaged in commercial markets.
Many countries are using innovation funds in the agricultural sector to support innovators and their links to public institutions, private entrepreneurs, and other actors, such as groups of rural producers. These funds create platforms for innovative activity by providing incentives for quality and collaboration. This report synthesizes experience with the two main innovation funds that the World Bank has used to fund agricultural innovation—competitive research grants and matching grants—and offers lessons and guidelines for designing and implementing them.

Brazilian agriculture is a success story. The country that until the 1960s systematically received food donations from abroad. and up to the 1980s was still a large food importer, had its agriculture profoundly changed. This background note for the development of an AIS Investment Sourcebook provides a menu of tools and guidance to invest in agricultural innovation in different contexts. The content is drawn on tested good practice examples and innovative approaches with emphasis on lessons learned, benefits and impacts, implementation issues, and replicability
This paper briefly reviews three conceptual frameworks: namely, the national agricultural research system (NARS), the agricultural knowledge and information system (AKIS) and the agricultural innovation system (AIS) concepts. Next, the paper reviews the definition of ‘innovation’ and proposes that agricultural innovation can occur at four different but interlinked domains.
