Capacity building for integrating gender in research and development (R&D) on agricultural innovations often remains with organizing single gender training. Alternatively, it is often limited to hiring a gender specialist to allocate a small amount of her/his time to the project. This has proofed to be ineffective and a heavy burden for gender specialists. This success story presents an innovative approach to capacity development, which successfully changed agricultural researchers’ attitude to gender in Southeast Asia, with a specific focus in Vietnam.

With the ratification of Republic Act (RA) No. 10055 or the Philippine Technology Transfer Act of 2009, the Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development (PCAARRD) has intensified its efforts on technology transfer by establishing the DOST-PCAARRD Innovation and Technology Center (DPITC). The International Fund for Agricultural Development (IFAD) financed the second Cordillera Highland Agricultural Resource Management Project (CHARMP2), in areas where poverty is most severe among indigenous peoples in the highlands of the Cordillera Region in northern Philippines. The aim is to reduce poverty and improve the livelihoods of indigenous peoples living in farming communities in the mountainous project area. The indigenous peoples consist of many tribes whose main economic activity is agriculture.
This report sets out the synthesis of work carried out within the framework of the Sahel and West Africa Club (SWAC) Secretariat Initiative on “The family economy and agricultural innovation: towards new partnerships”. The initiative aimed to stimulate analyses, collect field data and case studies that encourage debates between regional actors, with a view to informing the development of regional policies and actions in order to promote and strengthen producer access to agricultural innovation, where most producers are anchored in the family economy.

Idéalement, ce processus devrait tout d’abord consister en une « évaluation des besoins » dans différents domaines, qui permettra probablement de dresser une liste de mesures à hiérarchiser et à prendre.
Le présent document a reconnu l’existence d’un consensus international croissant au sujet de l’importance de l’objectif de renforcement des capacités et de la façon dont il a des chances d’être réalisé. L’accent a été mis sur la reconnaissance du fait que le renforcement des capacités est un processus endogène, sur l’importance de l’appropriation des politiques nationales qui en résulte, et sur la nécessité pour les donneurs de se limiter à encourager et à soutenir les efforts du pays.
