In an effort to raise incomes and increase resilience of smallholder farmers and their families in Feed the Future1 (FTF) countries, the United States Agency for International Development (USAID) funded the Developing Local Extension Capacity (DLEC) project. En los últimos 25 años se han producido cambios significativos en la vida rural de América Latina, en sus dimensiones política, económica, social, laboral, demográfica, cultural y ambiental, a partir de lo que se denominó los Programas de Ajuste Estructural y de las decisiones políticas y económicas que tomó cada país en particular. Uno de los elementos centrales y determinantes de las reformas en los Sistemas de Extensión y Transferencia de Tecnología Agraria (SETTA) ocurrió a partir de fines de la década de los setentas y principios de la década de los ochentas.
Durante la IX Reunión del Grupo Técnico de Investigación, Tecnología, Transferencia e Innovación del CAC el 28 de noviembre de los corrientes en la ciudad de Panamá. Para el PDRR la agricultura familiar necesita de nuevos y fortalecidos sistemas locales de innovación que sean especializados para su actividad, esto requiere de una agenda planificada desde los territorios con el fin de atender las demandas de los productores familiares.
Este informe inicia con un análisis de sector agropecuario hondureño y la revisión sobre el marco legal e institucional que rige al sector agrícola. Luego, se analiza por separado cada uno de los cuatro rubros de producción (café, cacao, ganadería y granos básicos) en cuanto a políticas, leyes e institucionalidad propia en los sectores priorizados por el MAP II (Programa Agroambiental Mesoamericano II).

Innovation system approach offers an holistic, multidisciplinary and comprehensive framework for analyzing innovation process, the roles of science and technology actors and their interactions, emphazing on wider stakeholder participation, linkages and institutional context of innovation and processes. The private sector’s presence in agricultural advisory services worldwide has been on the increase for over three decades. This trend has also been observed in the Mantaro Valley (Peru), in a context of dairy family farming. The objective of the communication is to analyse the modalities of advisory services privatization and assess the consequences of this privatization for the farmers and their livestock systems. Data were collected through input suppliers, different types of advisers and producers interviews.
The extensive case study on ‘Improving Public Agricultural Extension Services in Bangladesh Using the M4P Approach’ illustrates Katalyst project’s experience in terms of designing interventions in the Local Government Services (LGS) sector, from testing them in small scale towards scaling-up and the accompanying challenges. The issue of regional differences in development has moved to the center of the development debate in Sri Lanka, partly after the release of regional poverty data. For the past many years, there have been significant and increasing differences between the Western province and the rest of the country in terms of per capita income levels, growth rates of per capita income, poverty rates, and the structure of provincial economies. The structure of the report is as follows: chapter two looks at the poverty/growth/agriculture nexus in the poorest regions of Sri Lanka.
