The chapter is a part of the book Innovation platforms for agricultural development edited by Iddo Dror, Jean-Joseph Cadilhon, Marc Schut, Michael Misiko and Shreya Maheshwari. It introduces the background for the setting up of innovation platforms (IPs), initiation and function of the three IPs in Ethiopian highlands, innovation fund to support fodder development, the role of different actors in scaling up, outcomes and impact of the intervention, and lessons learned.

Agricultural extension in the Global South can benefit greatly from the use of modern information and communication technologies (ICT). La sécurité alimentaire en Algérie semble plus que menacée par un niveau de croissance démographique incontrôlé, par la dégradation des conditions physiques du secteur de l’agriculture, par la baisse des ressources hydriques et par le retard de développement technique de l’activité. À partir d’une revue bibliographique sur la situation actuelle du secteur agricole, le texte définit ses niveaux de développement et les défis de l’avenir auxquels ce secteur sera confronté.
Les grandes exploitations agricoles créées dans le cadre de la loi de mise en valeur agricole de 1983 dans le Sahara algérien étaient vouées à une production céréalière sous pivot. L’objectif était de développer économiquement des régions sahariennes pour partie marginalisées, ainsi que de réduire la dépendance chronique en céréales du pays. L’État a considérablement investi pour équiper ces exploitations agricoles dans le cadre d’un vaste plan de développement rural. Mais trente ans après la parution de la loi, les réalisations demeurent limitées au regard des objectifs initiaux.
L’exploitation agricole familiale des oasis occidentales du Sahara algérien évolue dans un contexte de difficultés lié au déclin des ressources en eau (amenée par les galeries des foggaras) au faible revenu tiré de l’agriculture et à la diversification des activités, au profit de celles non agricoles, plus rémunératrices. À ces facteurs s’ajoutent les effets d’une atomisation de la propriété agricole oasienne, due à l’indivision foncière en rapport avec l’accroissement démographique.
