The universal application of the T&V model of agricultural extension in more than 50 countries is one of agricultural development’s best known failures. The approach worked well in places where it was originally developed, but proved inappropriate almost everywhere else. In this report Rasheed Sulaiman V. and Andy Hall worry that an apparently successful extension innovation piloted in India is set to suffer a similar fate.

Public-private partnerships are a new way of carrying out research and development (R&D) in Latin America's agricultural sector. These partnerships spur innovation for agricultural development and have various advantages over other institutional arrangements fostering R&D. This report summarizes the experiences of a research project that analyzed 125 public-private research partnerships (PPPs) in 12 Latin American countries. The analysis indicates that several types of partnerships have emerged in response to the various needs of the different partners.
Given the diversity and context-specificity of innovation systems approaches, in March 2007 the World Bank organized a workshop in which about 80 experts (representing donor agencies, development and related agencies, academia, and the World Bank) took stock of recent experiences with innovation systems in agriculture and reconsidered strategies for their future development.
