Given the diversity and context-specificity of innovation systems approaches, in March 2007 the World Bank organized a workshop in which about 80 experts (representing donor agencies, development and related agencies, academia, and the World Bank) took stock of recent experiences with innovation systems in agriculture and reconsidered strategies for their future development. Economic development and the successful transformation ofagriculture have been at the core of impressive change in countriessuch as China, India, Indonesia, Brazil, Mexico, and Argentina. This transformation has relied on substantial and effective investment inagriculture, and, in particular, building capacity in all aspects of agricultural change – from technology development and transfer through infrastructural development and the processing of agricultural commodities into consumer products.
This paper uses the Mexican Sustainable Modernisation of Traditional Agriculture (Ma-sAgro) programme as a case study to analyse the challenges to operationalizing agricultural innovation systems. The authors outline the relationship between Mexico ́s extension approaches and global trends in technological change. They then analyse how MasAgro ́s innovatio nnetworks are operationalized. Thirdly, is identified ways to efficiently target in innovation networks, using a case-study from the state of Chiapas. Finally, the paper draw lessons from MasAgro ́s innovation systems.

This paper develops a quantitative, graph-theoretic method for analysing systems of institutions. With an application to the agricultural innovation system of Azerbaijan, the method is illustrated in detail. An assessment of existing institutional linkages in the system suggests that efforts should be placed on the development of intermediary institutions to facilitate quick and effective flow of knowledge between the public and the private components of the system.

However, despite its importance, various indicators from the sector show that all is not well.
In this paper, presented at the 8th European IFSA Symposium ( Workshop 6: "Change in knowledge systems and extension services: Role of the new actors") in 2008, the authors discuss a conceptual framework that understands innovation processes as the outcome of collaborative networks where information is exchanged and learning processes happen. They argue that technical and economic factors used to analyse drivers and barriers alone are not sufficient to understand innovation processes.
