Given the diversity and context-specificity of innovation systems approaches, in March 2007 the World Bank organized a workshop in which about 80 experts (representing donor agencies, development and related agencies, academia, and the World Bank) took stock of recent experiences with innovation systems in agriculture and reconsidered strategies for their future development. This paper examines the role of postsecondary agricultural education and training (AET) in sub-Saharan Africa in the context of the region’s agricultural innovation systems. Specifically, the paper looks at how AET in sub-Saharan Africa can contribute to agricultural development by strengthening innovative capacity, or the ability of individuals and organisations to introduce new products and processes that are socially or economically relevant, particularly with respect to smallholder farmers who represent the largest group of agricultural producers in the region.
Various researchers and policy analysts have made empirical studies of innovation systems in order to understand their current structure and trace their dynamics. However, policy makers often experience difficulties in extracting practical guidelines from studies of this kind. In this paper, we operationalize our previous work on a functional approach to analyzing innovation system dynamics into a practical scheme of analysis for policy makers. The scheme is based on previous literature and our own experience in developing and applying functional thinking.
