Vertical linkages occur among innovation platforms organized at different levels: community, district and national. Horizontal linkages occur among platforms situated at the same level (e.g. in multiple districts) to strengthen their bargaining position or for learning. This brief discusses ways to facilitate learning and problem solving across innovation platforms at different levels (vertical linkages) and between initiatives located at the same level (horizontal linkages). Implementation is the final stage of the capacity development (CD) for agricultural innovation systems (AIS) cycle of the TAP Common Framework. The Cycle consists of five stages:1.Galvanizing Commitment, 2.Visioning, 3.Capacity Needs Assessment, 4.CD Strategy Development and 5.Implementation. The implementation phase builds on the previous realization of a CD strategy, including an action plan, based on the results of a capacity needs assessment. Those individuals or organizations who assume responsibility for a certain activity will be in charge of implementing the plan.

It also provides examples that could help users of this toolkit to explain genome editing, the difference between genetic modification and genome editing and the potential benefits of these new technologies. In addition, it supports users to highlight possible research and development activities ongoing in their own country.
Innovation Platforms (IPs) are seen as a promising vehicle to foster a paradigm shift in agricultural research for development (AR4D). By facilitating interaction, negotiation and collective action between farmers, researchers and other stakeholders, IPs can contribute to more integrated, systemic innovation that is essential for achieving agricultural development impacts. However, successful implementation of IPs requires institutional change within AR4D establishments.
Grants for agricultural innovation are common but grant funds specifically targeted to smallholder farmers remain relatively rare. Nevertheless, they are receiving increasing recognition as a promising venue for agricultural innovation. They stimulate smallholders to experiment with improved practices, to become proactive and to engage with research and extension providers. The systematic review covered three modalities of disbursing these grants to smallholder farmers and their organisations: vouchers, competitive grants and farmer-led innovation support funds.
The Action Planning is a tool that formalizes commitments and plots the route to their implementation. An action plan is intended for the use of the core actors, who will have been identified beforehand in the visioning phase. It determines who does what and when, and is therefore essential to ensuring that things get done and that the goals and visions set out in the capacity development strategy are achieved.
