This Economic and Sector Work paper, “Enhancing Agricultural Innovation: How to Go Beyond the Strengthening of Research Systems,” was initiated as a result of the international workshop, “Development of Research Systems to Support the Changing Agricultural Sector,” organized by the Agriculture and Rural Development Department of the World Bank in June 2004 in Washington, DC.
This report reviews recent trends in agricultural innovation systems (AIS) and discusses the impact of a wide range of policies on the creation and diffusion of innovation in the agricultural and agrifood sector. It suggests a framework for analysing the role of governments in fostering increased innovation, with a view to helping to identify practical actions that governments could take to improve productivity growth, sustainable use of resources, and resilience to future market developments in national and global agriculture and agri-food systems.
Innovation systems can be defined in a variety of ways: they can be national, regional, sectoral, or technological. They all involve the creation, diffusion, and use of knowledge. Systems consist of components, relationships among these, and their characteristics or attributes. The focus of this paper is on the analytical and methodological issues arising from various system concepts. There are three issues that stand out as problematic. First, what is the appropriate level of analysis for the purpose at hand?

The purpose is to support those involved in extension evaluation to choose how to conduct more comprehensive, rigorous, credible and useful evaluations. Agricultural innovation in low-income tropical countries contributes to a more effective and sustainable use of natural resources and reduces hunger and poverty through economic development in rural areas. Yet, despite numerous recent public and private initiatives to develop capacities for agricultural innovation, such initiatives are often not well aligned with national efforts to revive existing Agricultural Innovation Systems (AIS).

Le volume «Fondements conceptuels» illustre les fondements conceptuels sous-tendant l’approche et l’opérationnalisation du renforcement des capacités (RC) des systèmes d'innovation agricole (SIA).

Développé en 2015 à travers un processus hautement participatif, il a été convenu que le Cadre devrait fournir des bases conceptuelles et des indications pratiques.
El Documento de Síntesis provee una síntesis de los conceptos y principios del Marco Común desarrollado dentro del contexto de la Plataforma de la Agricultura Tropical (TAP, por sus siglas en inglés). El objetivo del Marco Común de la TAP es promover una mayor coherencia y un mayor impacto del desarrollo de capacidades en apoyo a la innovación agrícola en los trópicos. El Marco Común fue desarrollado en el 2015 a través de un proceso altamente participativo, en el cual se acordó que el Marco debería proporcionar las bases conceptuales y una guía operativa.
