This training manual was prepared under the EU-funded project Capacity Development for Agricultural Innovation Systems (CDAIS), a global partnership (Agrinatura, FAO and 8 pilot countries) that aims to strengthen the capacity of countries and key stakeholders to innovate in complex agricultural systems, thereby achieving improved rural livelihoods.
The visioning process brings together representatives of actor groups within the agricultural innovation systems (AIS) to build on their common understanding of AIS and the need for a coordinated approach. The process involves a wide spectrum of interested parties including ministries, legislative bodies and representatives of the private sector plus development partners and civil society.
Capacity needs assessment is at the core of the cycle of the TAP Common Framework and it is fundamental to strengthening the agricultural innovation systems (AIS). The Assessment aims to ascertain the level of technical and functional capacity, and in particular the capacity to adapt and respond in the various dimensions. The capacity needs assessment will provide an analysis across the sector to inform the setting of priorities and development of strategic capacity development (CD) interventions.
This book will benefit people and teams involved in planning and decision making. On the basis of their pragmatic value in guiding decisions, needs assessments are used in various professions and settings from emergency rooms to corporate boardrooms to guide decision making. Nonetheless, although needs assessments have many different applications, in this book on needs assessments as they are applied in organizations to accomplish results, as opposed to their use in personal decisions or medical triage.
This document aims to guide a small team tasked to assess the capacity for agricultural innovation in a multi-stakeholder context. The context might be an actual or potential “innovation platform” such as the three commodity-based platforms selected for the piloting capacity assessment methods, or it might be a project or programme that is more generally focused on strengthening of innovation within a subsector of agriculture within a country, such as livestock or horticulture.
This document is intended to serve as a resource for assessing capacity needs in a project or programme. A capacity needs assessment (CNA) is a process for identifying a project’s perceptions (through staff, partners and stakeholders) on various capacity areas that impact the work they do. The process helps identify challenges and opportunities for enhancing key skills thereby enhancing the project’s ability to achieve its objectives. The overall goal of a CNA is to determine the gap between required and existing capacities.
El presente documento presenta un marco conceptual para los términos agricultura familiar e inclusión, hace una caracterización de la agricultura familiar y los problemas relativos a la exclusión en las áreas rurales, y analiza la institucionalidad creada para responder a estas situaciones. Finalmente, sugiere un conjunto de propuestas de lineamientos estratégicos para el fortalecimiento e inclusión de la agricultura familiar en las dinámicas del desarrollo de los territorios rurales, construidas participativamente en un taller interinstitucional.
El propósito de este Manual es ejercer de guía para profesionales y personal técnico al tratar cuestiones de género y al integrar acciones de perspectiva de género en el diseño e implementación de programas y proyectos agrarios. No se dirige a especialistas de género para que mejoren sus capacidades sino más bien a expertos técnicos para guiarlos a analizar a conciencia cómo integrar la dimensión de género en sus operaciones.
Los proyectos insignia definidos por el IICA en su Plan de Mediano Plazo 2014-2018, son el principal instrumento de su cooperación técnica y tienen alcance hemisférico, aunque buscan resultados concretos en las esferas regional, plurinacional y nacional. Uno de ellos es el de “Productividad y sustentabilidad de la agricultura familiar para la seguridad alimentaria y economía rural (PIAF)”, dentro del cual se inscribe esta propuesta metodológica de encuentros asociativos.
