The United Nations predicts that we need to increase food production globally by 70 percent to feed 9.6 billion people by 2050. But at the same time, given the climate crisis, we need to significantly reduce the use of energy, water, and land needed to produce food and lower its carbon footprint. In other words, we must figure out how to produce and distribute more food using fewer resources and emissions. We must learn to do farming better with less.
Food security is a critical challenge – the World Bank includes it among the eight global challenges to be addressed at scale in 2024. Climate shocks, economic instability and geopolitics have significantly impacted crop yields and food supply chains.
India's smallholding farmers face significant challenges. They struggle with erratic weather and the impacts of climate change, pest infestations, and declining yields. Financially constrained, many are trapped by high-interest loans from local lenders. Post-harvest, issues such as crop wastage, logistics, and market access can add their troubles, with up to 40 percent of produce lost. Market fluctuations and the inability to meet quality standards further exacerbate their struggles.
The OECD InDeF team developed a portfolio approach to innovation. A portfolio approach takes a balcony view on innovation which helps organizations align innovation processes, resources and performance with organizational objectives and enables them to track innovation with a view to scaling. Coached by the OECD team, Enabel colleagues in Benin, Morocco and Palestine piloted this portfolio approach by reviewing their current innovation supporting activities and investments against a set of key criteria.
In the face of the climate emergency, around 140 countries, which emit close to 90% of the global greenhouse gas emissions, are planning to reduce their emissions to as close to zero as possible (known as net zero) in the upcoming decades. Around a third of these are low- and middle-income countries (LMICs), the countries most affected by climate change. So how can countries in the Global South achieve a socially-just transition? One key element is innovation, and potentially mission-oriented innovation.
Assessing or understanding the agriculture innovation system (AIS) is an essential step to better understand the needs, new skills and functions needed by the actors and the system. To accelerate the uptake of innovation and progress towards eradicating poverty, there is an urgent need for well-coordinated, demand-driven, and market-oriented information, knowledge, technologies and services.
The need to urgently transition food systems to net-zero, nature-positive that can nourish all people, leaving no one behind is more critical than ever. The COVID-19 pandemic has furthered deepened complex challenges we already face from hunger and nutrition, climate and nature, and societal inequity. Innovation offers a profound opportunity to achieve these transitions and help unlock challenges across food systems.
Since 2017, in line with COAG’s recommendation, the Research and Extension Unit engaged in the development of a participatory AIS assessment framework including a customizable toolbox for countries with a totally new capacity development perspective. The assessment framework is meant for actors of the national agricultural innovation systems, i.e.
Equipping agricultural extension and advisory services with nutrition knowledge, competencies and skills is essential to promote nutrition-sensitive agriculture. This report presents the results of an assessment of capacity within agricultural extension and advisory services, undertaken in Telangana State, India, with the global capacity needs assessment (GCNA) methodology developed by FAO and GFRAS. Extension and advisory services (EAS) play a key role in facilitating innovation for sustainable agricultural development. To strengthen this role, appropriate investment and conducive policies are needed in EAS, guided by evidence. It is therefore essential to examine EAS characteristics and performance in the context of modern, pluralistic and increasingly digital EAS systems. In response to this need, the Food and Agriculture Organization of the United Nations (FAO) has developed guidelines and instruments for the systematic assessment of national EAS systems.
