En los últimos 25 años se han producido cambios significativos en la vida rural de América Latina, en sus dimensiones política, económica, social, laboral, demográfica, cultural y ambiental, a partir de lo que se denominó los Programas de Ajuste Estructural y de las decisiones políticas y económicas que tomó cada país en particular. Uno de los elementos centrales y determinantes de las reformas en los Sistemas de Extensión y Transferencia de Tecnología Agraria (SETTA) ocurrió a partir de fines de la década de los setentas y principios de la década de los ochentas.
Situate within new institutionalism literature, this paper builds a complex system model of institutional analysis for adaptive governance. This model combines Young’s institutional environmental analysis method, elements of subsequent environmental governance projects models, and ideas of multiple institutional levels and drivers. By applying the model, policy instruments are identified that build agricultural producer livelihoods improving their adaptive capacity to respond to climate change and drought.
Por su complejidad, el cambio profundo que hoy requiere la formación docente se vincula con la capacidad de comprender y reconocer el surgimiento de los procesos “emergentes” que den paso a la innovación. Para poder identificar intervenciones con mayores oportunidades de tener incidencia en los procesos de formación, es necesario reconocer y comprender los procesos “emergentes” y su sostenibilidad cuando se pasa del nivel local al general (masificación).

El documento tiene como objetivo analizar los avances realizados por países de América Latina y el Caribe (ALC) en el fortalecimiento de la institucionalidad vinculada a la agricultura, el cambio climático y la seguridad alimentaria. El documento destaca iniciativas innovadoras, en ámbitos como la formulación de políticas, el desarrollo de marcos legales, el fomento de la investigación y la innovación, el desarrollo de mecanismos de financiamiento, y la gestión de riesgos climáticos, entre otros. Innovation platforms are groups of individuals or stakeholder representatives with different backgrounds and interests. They come together to diagnose problems, identify opportunities, and find ways to achieve their goals. When innovation platforms are set up by development projects, their processes are usually facilitated by the support organization.
This editorial illustrates the Knowledge Management for Development Journal Special Issue on "Facilitating multi-stakeholder processes: balancing internal dynamics and institutional politics", explaining that it focuses on the connection between the knowledge function in knowledge management for development (KM4D) and the facilitation function within multi stakeholder processes (MSPs).

This paper examines how the different institutional innovations arising from various permutations of linkages and interactions of ARD organizations (national, international advanced agricultural research centres and universities) influenced the different outcomes in addressing identified ARD problems.
This paper highlights seven key issues which are critical to effective platform facilitation and have not received the attention they deserve: the dynamic and evolving nature of platforms; power dynamics; gender equity; external versus internal facilitation; sustainability of the process; issues of scale; and monitoring and evaluation. These issues and implications for facilitation of innovation platforms are discussed based on examples from the field and in relation to current theories.
