Many initiatives to address contemporary complex challenges require the crossing of sector, domain, and level boundaries, which policy entrepreneurs are believed to facilitate. This study aims to enhance our understanding of how, why, and with what effect such entrepreneurs operate to cross boundaries. As this requires an account of both entrepreneurial strategy and the surrounding policy environment, we embed entrepreneurship in the policy frameworks of multiple streams, advocacy coalitions, and punctuated equilibrium.

Managers and policy makers have struggled to develop effective monitoring systems to track the evolution of research organizations. This paper presents the first components of a novel monitoring system for monitoring such organizations. These components can be used to generate detailed static pictures of the actual activities and partnerships of a large research program or organization, in other words, what the organization is actually doing, with whom, where, how and for what purpose.
Intersectoral partnerships mirror the changing nature of the relationships among state, business and civil society organizations, and are often considered innovative mechanisms to overcome single actor failure in the context of globalization. This article analyzes the capacity of partnerships to promote sustainable change in global agrifood chains from a governance and a development perspective. The global coffee, cotton, and cocoa chains serve as main fields of application.
The article provides a conceptual framework and discusses research methods for analyzing pluralistic agricultural advisory services. The framework can also assist policy-makers in identifying reform options. It addresses the following question: Which forms of providing and financing agricultural advisory services work best in which situation? The framework ‘disentangles’ agricultural advisory services by distinguishing between (1) governance structures, (2) capacity, (3) management, and (4) advisory methods.
Various researchers and policy analysts have made empirical studies of innovation systems in order to understand their current structure and trace their dynamics. However, policy makers often experience difficulties in extracting practical guidelines from studies of this kind. In this paper, we operationalize our previous work on a functional approach to analyzing innovation system dynamics into a practical scheme of analysis for policy makers. The scheme is based on previous literature and our own experience in developing and applying functional thinking.
This paper addresses questions over the function and institutional arrangements of climate finance from an innovation systems perspective. It examines the barriers that prevent developing countries from transitioning to low-carbon and climate-resilient economies, and the interventions necessary to overcome those barriers. It finds that the barriers to innovation and economic change are much more pervasive than a lack of incentives.
