CDAIS is a global partnership that aims to strengthen the capacity of countries and key stakeholders to innovate in the context of complex agricultural systems, to improve rural livelihoods. The goal of the Capacity Development for Agricultural Innovation Systems (CDAIS) project is to promote innovation that meets the needs of small farmers, small and medium-sized agribusiness, and consumers.
“Donor funded projects usually work separately from the government,” says Oudong Keomipheth, Deputy Director of the Planning and Cooperation Division, NAFRI and CDAIS project Country Project Manager . “But instead of setting up their own office or partnering with a national NGO, CDAIS has partnered with us, the government.”
“We have changed already since the CDAIS project started working with us” said Mrs Khammone Luanglath. “Because of the project, we have for example divided our responsibilities within the group and our profits have increased.” The CDAIS project is working with a group of organic vegetable growers in Tongmang village in Vientiane province, who produce for local markets.
“I have seen my income grow since I started farming frogs and fish” says Bounlium Planethavong, “but other farmers need support to adopt the techniques I use.” The CDAIS project identified this innovation that increases and diversifies household income and nutrition by promoting the production of aquatic protein sources.
This book collects 24 stories of change from the EU-funded CDAIS project. Launched in 2015, the overall objective of CDAIS is to make agricultural innovation systems more efficient and sustainable in meeting the demands of farmers, agri-business and consumers. The stories are about the eight pilot countries - in Africa, Asia and Latin America - in which CDAIS operates. L’agriculture familiale est de loin la forme d’agriculture la plus répandue au monde, tant dans les pays développés que dans les pays en développement. Elle représente la principale source d’emplois dans le monde. C’est bien plus qu’une simple modalité de production alimentaire. C’est un mode de vie.
Le renforcement des capacités est maintenant d’une actualité brûlante en Afrique. Avec d’autres bailleurs de fonds, la banque recherche des moyens appropriés de collaborer avec les gouvernements africains pour les rendre mieux à même de mettre en oeuvre des programmes de développement sur tout le continent. Étant donné le caractère rural de la plupart des économies africaines et la concentration de pauvres dans les zones rurales, il est urgent de renforcer les capacités pour promouvoir le développement agricole.

The paper takes a critical look at two key interventions identified to deliver the PAEPARD capacity strengthening strategy. Firstly, the training of a pool of agricultural innovation facilitators (AIF) to broker relations between relevant stakeholders for the consolidation of effective consortia. PAEPARD envisaged the role of AIF as to support both the face-to-face and virtual (via skype, email or social media) engagement of partners in capacity strengthening processes.
