The transition to a market for agricultural research and knowledge-intensive services presents various challenges for actors in the agricultural knowledge infrastructure, on both the demand side (end users of innovations such as farmers, and the government) and the supply side (providers of research and knowledge-intensive services). This report presents the main results of the EU-funded IN-SIGHT project ‘Strengthening Innovation Processes for Growth and Development’. The authors sketched out a conceptual framework and knowledge base for a more effective European policy on innovation in agriculture and rural areas. Both conceptual framework and knowledge base are consistent with the new European agenda for agricultural and rural policy and sensitive to the diversity of the European agricultural and rural systems.

Le présent document a reconnu l’existence d’un consensus international croissant au sujet de l’importance de l’objectif de renforcement des capacités et de la façon dont il a des chances d’être réalisé. L’accent a été mis sur la reconnaissance du fait que le renforcement des capacités est un processus endogène, sur l’importance de l’appropriation des politiques nationales qui en résulte, et sur la nécessité pour les donneurs de se limiter à encourager et à soutenir les efforts du pays.
The relationships between agriculture, the environment, and development are deep and complex. By 2050 a 70 per cent increase in production will be needed to feed an additional 2.7 billion people on an already degraded natural resource base. In light of this and amid the realities of climate change, the agricultural sector is now coming to terms with its potential role for contributing to – rather than diminishing - environmental, institutional, social and economic resilience.

Following an IFAD designed project to develop an integrated approach for designing climate-smart and nutrition-sensitive investments, support was provided to undertake a thorough situation analysis for climate, nutrition and their interlinkages and to identify potential pathways and interventions to achieve both climate action and nutrition outcomes.

The purpose of the paper, using a comprehensive innovation systems failure framework, is to assess the performance of agrifood innovation systems of Scotland and the Netherlands, through analysis of the key innovation actors (organisations, networks or influential individuals), and their key functions (research provider, intermediary etc), and those mechanisms that either facilitate or hinder the operation of the IS (known as inducing and blocking mechanisms, respectively).
