Este documento integra las necesidades, los esfuerzos y la visión de las distintas organizaciones de productores, procesadores, comercializadores, instituciones (público y privado) y demás actores de la Cadena de Marañón, cada una con sus particularidades.
El PEP-ARROZ se constituye en una “carta de navegación” u “hoja de ruta”, con las orientaciones estratégicas para mejorar la competitividad de la cadena de arroz, a fin de establecer prioridades, definir acciones, negociar y asignar recursos y tomar decisiones.
En el proyecto se han analizado el eslabonamiento de la producción primaria con la producción agroindustrial, a fin de definir una estrategia de diversificación horizontal y valor agregado para penetrar a nichos específicos de buenos precios en el mercado internacional, focalizada en la consistencia de la calidad, confianza y garantía en las exportaciones. Con ese propósito se ha estructurado dos sub-áreas: a) Políticas de Beneficiado e Industrialización; y b) Políticas de Comercialización y Promoción Interna, cada una con objetivos específicos, acciones y medidas de política. 34.
Este documento consta de una introducción y dos capítulos más: en el primero se exponen los hallazgos de la investigación en la cadena de valor del maíz blanco (El Salvador y Honduras). En el segundo se presentan los resultados de la cadena del frijol negro (Costa Rica y Guatemala) y frijol rojo (Nicaragua).

This report shows how institutional histories of projects can be used as tools to help reveal institutional innovations thereby promoting Institutional Learning And Change (ILAC).
The question of how agricultural research can best be used for developmental purposes is a topic of some debate in developmental circles. The idea that this is simply a question of better transfer of ideas from research to farmers has been largely discredited. Agricultural innovation is a process that takes a multitude of different forms, and, within this process, agricultural research and expertise are mobilised at different points in time for different purposes. This paper uses two key analytical principles in order to find how research is actually put into use.
The development objective of the Sustainable Management of Agricultural Research and Technology Dissemination Project is to improve the institutional capacity and performance of the Indonesian Agency for Agricultural Research and Development (IAARD) to develop and disseminate relevant and demand-driven innovative technologies, meeting the needs of producers and of the agri-food system. The aim of Program of Support to Agricultural Services and Farmers’ Organizations (PASAOP) was to assist the government of Mali in reducing poverty in the rural areas through increasing productivity of agricultural and nonagricultural activities, reinforcing institutional, organizational and technical activities of the services of the Ministry of Rural Development, improving the effectiveness of the agricultural producers’ organizations and experimenting agricultural extension service management transfer to beneficiaries and private service providers and farmers’ organization.
