The gender strategy of the CGIAR Research Program on Livestock and Fish highlights the key role of gender analysis in livestock value chain research and guides the integration and implementation of related research activities. The Program’s gender team has produced a gender capacity assessment tool to evaluate existing skills and gaps in partners’ gender capacities and identify measures to address them. In 2015, the tool was implemented in four L&F value chain countries (Ethiopia, Nicaragua, Tanzania and Uganda).

Following an IFAD designed project to develop an integrated approach for designing climate-smart and nutrition-sensitive investments, support was provided to undertake a thorough situation analysis for climate, nutrition and their interlinkages and to identify potential pathways and interventions to achieve both climate action and nutrition outcomes.
This evaluation report discusses the findings, conclusions and recommendations on the project “Strengthening Community Resilience to Change: Combining Local Innovative Capacity with Scientific Research (CLIC-SR)” under the umbrella of the network Promoting Local Innovation in ecologically oriented agriculture and NRM (PROLINNOVA). This paper argues that Dutch-funded capacity development projects in developing countries for tertiary agricultural education organisations as they are currently carried out are not able to successfully achieve the sustained changes required. That is, changes in how an organisation functions, its cultural norms and rules, and also in how it interacts within wider networks. Rather, long-term institutional change is needed.
