The sector review includes seven chapters and one annex. This first chapter is an overview of agriculture, irrigation and the purpose and content of this report. The second chapter provides a review of the Bank s own strategy and priorities for irrigation and drainage within its portfolio of investments, from the time of its 2004 Strategy until the present. It also includes a short summary of key lessons learned in this sector.
Rapid Appraisal of Agricultural Innovation Systems (RAAIS) is a peer-reviewed research for development tool that has been developed, tested and used in 18 countries across 3 continents.
RAAIS supports the identification and analysis of complex agricultural problems in agrifood systems. The joint assessment of problems and identification of innovations to overcome these problems with farmers, policymakers, private sector and other stakeholders provides a starting point for collective action towards achieving development outcomes and impact.
This report presents policy, market, and agriculture transition in the Northern Uplands of Lao People's Democratic Republic aims to contribute to such a dialogue by providing: (a) a policy-relevant typology of the structural characteristics and transition patterns of the principal small-holder agriculture systems in the Northern Uplands; and (b) recommendations to strengthen Government's facilitation of a more sustainable and equitable upland transition. The report also provides input into the ongoing dialogue under the umbrella of the joint Government-donor working group on uplands.
The report builds on the 'towards a vision for agricultural innovation in Chile in 2030' report and is further based on a series of background papers and a consultation process that took place between December 2010 and May 2011. The current study is the third in a series of three that were agreed between the Government of Chile and the World Bank to support the development of a long-term agricultural innovation strategy. The first paper reviewed the functioning of the three main public technological institutes and recommended how their performance can be improved.
This project report from Wageningen UR (as a contribution to the CGIAR Humid Tropics research program) examines critical issues for reflection when designing and implementing research for development in innovation platforms’. The current document therefore aims to increase awareness about the complexity of research in innovation. The underlying idea is that innovation platforms can facilitate institutional changes and support system innovations through increased interaction, negotiation and learning between stakeholders, including (new) roles of research(ers).
Innovation Platforms (IPs) are seen as a promising vehicle to foster a paradigm shift in agricultural research for development (AR4D). By facilitating interaction, negotiation and collective action between farmers, researchers and other stakeholders, IPs can contribute to more integrated, systemic innovation that is essential for achieving agricultural development impacts. However, successful implementation of IPs requires institutional change within AR4D establishments.
Grants for agricultural innovation are common but grant funds specifically targeted to smallholder farmers remain relatively rare. Nevertheless, they are receiving increasing recognition as a promising venue for agricultural innovation. They stimulate smallholders to experiment with improved practices, to become proactive and to engage with research and extension providers. The systematic review covered three modalities of disbursing these grants to smallholder farmers and their organisations: vouchers, competitive grants and farmer-led innovation support funds.
This policy note examines the policy and investment framework between 2003 and 2010, resulting sector performance and the priorities for future development. It draws attention to the need to refocus on completing the fundamental reforms and investments on which Kyrgyzstan's early successes were built.

Climate change is a huge challenge for the agriculture and rural development (ARD) sector in Romania. On the one hand, agriculture is a source of greenhouse gas (GHG) emissions and must therefore be expected to contribute towards the climate change mitigation goals of the Europe 2020 strategy.
