The chapter presents a research for development program’s shift from a Logframe Approach to an outcome and results-based management oriented Monitoring, Evaluation and Learning (MEL) system. The CGIAR Research Program on Climate Change, Agriculture and Food Security (CCAFS) is designing an impact pathway-based MEL system that combines classic indicators of process in research with innovative indicators of change. As many sub-Saharan African countries have committed to the continent-wide goals of the Comprehensive African Agriculture Development Programme (CAADP) of the Africa Union and New Partnership for Africa’s Development (NEPAD), policymakers are challenged with designing and implementing national agricultutal strategies and policies that will allow them to achieve these goals.
