The present manual provides a reference framework for the strategic and operational work in the field of capacity development. It is addressed to all staff of ADC in Austria as well as in the coordination offices, to non-governmental and implementing organisations, to stakeholders in partner countries, other donors and members of the public interested in development policy.
This paper shows there is a fundamental significance of Social Learning to agricultural innovation, which can be operationalized by framing agricultural innovation as changes in understanding, practices and relationships. The use of Social Learning as a design framework supports the emergence of agricultural innovations that bring equitable benefits, are sustainable and are innovated in context.
Participation is usually regarded as a good practice in environmental policymaking, but its effects on policy strategies are unclear. Based on literature research, surveys, and interviews with participants, the present paper assesses whether decisional participation in formulating Austria’s National Adaptation Strategy (NAS) was worth the effort. Assessed against the goals of the participation process, the authors found that it raised awareness for adaptation and facilitated an exchange among the participants and that it improved the content of the NAS.

Since the entry into force of the Cartagena Protocol on Biosafety in 2003, concerted efforts have focused on mobilizing international assistance to help developing countries build their institutional capacities in biosafety and meet their obligations under the treaty. This Training of Trainers Manual is designed to help build the capacity of trainers in flash flood risk management, who can then disseminate the knowledge to a larger number of practitioners. The manual presents an eight-day course including a three-day field trip. Detailed lesson plans for 21 sessions are followed by resource materials that will enable the trainers to replicate the course in their own work areas.
