The innovation system perspective acknowledges the contributions made by all stakeholders involved in knowledge development, dissemination and appropriation. According to the specific agricultural production system, farmers adopt innovations, modify them or innovate on their own. This paper examines the role of farmers' experiments and innovations in Cuba's agricultural innovation system (AIS), identifies knowledge exchange encounters and describes some strategies implemented to institutionalize farmers' experiments and innovations.
Policy makers and development practitioners who are responsible for developing investment strategies to promote economic growth find many challenges in the changing face of agriculture in the twenty-first century. In addition to its productive role of providing food, clothing, fuel, and housing for a growing world population, agriculture assumes other roles, the importance of which has more recently been recognized. Papa Andina began as a regional research program focusing on the Andean potato sectors of Bolivia, Ecuador and Peru, but later shifted its focus to facilitating pro-poor innovation. To accomplish this shift, a number of approaches were developed to foster innovation, by facilitating mutual learning and collective action among individuals and groups with differing, often conflicting, interests.
