Although it is not always acknowledged, power differences between partners fundamentally affect Agricultural Research for Development (ARD) partnerships. In referring to its African-European ARD partnerships, PAEPARD has often alluded to aspects of power without naming them as such. The project was established to create “equitable and balanced partnerships” between: a) researchers and research users, and b) African and European partners.
This trainers’ manual on capacity needs assessment was produced as part the Capacity Development for Agricultural Innovation Systems (CDAIS) project. This involves a global partnership (Agrinatura, the Food and Agriculture Organization of the United Nations [FAO] and national partners from eight pilot countries) that aims to strengthen the capacity of countries and key stakeholders to innovate in complex agricultural systems, thereby achieving improved rural livelihoods.
This guidebook is meant to help facilitators. Its purpose is to empower organizations with the tools and the skills needed to identify practices which can be brought to scale, to describe and analyze them in detail, and to share the lessons they teach. More specifically, this project aimed to facilitate the adoption of an experience capitalization process in rural development initiatives.
Accordingly to the authors It is beyond the scope of this chapter to empirically explore the determinants of the commercialization of agriculture and its impact on poverty; so instead, they will present and discuss some empirical evidence on topics that remain hotly debated regarding commercialization and poverty. This short presentation, prepared for the 22nd European Seminar on Extension and Education (ESEE) in Wageningen (29 April 2015), summarizes the SOLINSA (Support Of Learning and Innovation Networks for Sustainable Agriculture) project and its objectives and describes the three features to enhance transition towards sustainable agriculture through learning & innovation: 1) Processes of co-evolution; 2) Joint Reflection; 3) Facilitation.

Pendant des décennies, la faiblesse des investissements publics dans l’agriculture a laissé les agriculteurs extrêmement vulnérables face à l’instabilité des prix, aux crises climatiques et économiques, et sans moyen pour sortir de la pauvreté. Les bailleurs de fonds et les gouvernements doivent concevoir le soutien à l’agriculture comme partie intégrante de la solution à long terme aux crises alimentaires, financières et climatiques.
As the PAEPARD project is complex and multi-faceted, ensuring that appropriate information is made available to users in a timely manner and in a form that can be easily understood and used has been a major challenge.

The lessons and recommendations outlined in this paper were captured at a PAEPARD Capitalization Workshop with all partners, held in Cotonou, Benin, on 2-6 October 2017. The workshop was key to the overall evaluation of PAEPARD II, as it encouraged participants to analyse and reflect on their experiences of the AfricanEuropean MSP for ARD processes facilitated by PAEPARD over the last 7 years.
