This course explains how to carry out effective analysis and development of state and non-state organizations in member countries and provides illustrations of organizational change including in government ministries, producer organizations and research institutes.

The Policy Compendium for Rural Advisory Services (RAS) is a tool that contributes to filling the gap between the rural advisory services (RAS) policy environment and RAS efforts in the field. It helps direct decisions and facilitate successful policy processes and outcomes in extension and advisory services by making knowledge accessible, fostering synergies and promoting policy processes to improve RAS and rural development. It has two purposes.
The main objective of the Guidelines is to provide a non-binding complement to other guidelines and offer advice to RDP evaluation stakeholders on how to carry out the evaluation activities for answering the common evaluation questions related to innovation. Since the RDP’s effects on innovation in rural areas can be expected to take place, most likely, in the long-term, the guidelines focus in particular on those evaluation related activities, which will be reported in the AIR in 2019 and in the ex post evaluation. This paper is a case study of capacity strengthening activities carried out at the Agricultural Research Corporation in Sudan between July 2008 and March 2011. These activities were undertaken through the project ‘Strengthening Capacity for Agricultural Research and Development (SCARDA)’ which was implemented in the East and Central Africa region by the Association for Strengthening Agricultural Research in East and Central Africa.
This document aims to guide a small team tasked to assess the capacity for agricultural innovation in a multi-stakeholder context. The context might be an actual or potential “innovation platform” such as the three commodity-based platforms selected for the piloting capacity assessment methods, or it might be a project or programme that is more generally focused on strengthening of innovation within a subsector of agriculture within a country, such as livestock or horticulture.

A capacity needs assessment (CNA) is a process for identifying a project’s perceptions (through staff, partners and stakeholders) on various capacity areas that impact the work they do. The process helps identify challenges and opportunities for enhancing key skills thereby enhancing the project’s ability to achieve its objectives. The overall goal of a CNA is to determine the gap between required and existing capacities.

Los datos se obtuvieron al preguntar a 120 agricultores «¿de quién aprende y/o a quién recurre para obtener información o conocimiento de cuestiones técnicas y productivas en torno a su unidad de producción?». Se emplean indicadores del análisis de redes sociales para proponer lineamientos que permitan catalizar la innovación agrícola.
