Ce document illustre le Plan Stratégique de Développement du Secteur Agricole (PSDSA) 2025 et le Plan National d’Investissements Agricoles et de Sécurité Alimentaire et Nutritionnelle PNIASAN 2017 - 2021 mis en place au Bénin. Les performances commerciales, économiques, de sécurité alimentaire et des filières prioritaires (productions végétales, animales etc) sont illustrées, ainsi que les leçons tirées de la mise en œuvre des programmes et une synthèse du diagnostic du secteur agricole.
The chapter presents a research for development program’s shift from a Logframe Approach to an outcome and results-based management oriented Monitoring, Evaluation and Learning (MEL) system. The CGIAR Research Program on Climate Change, Agriculture and Food Security (CCAFS) is designing an impact pathway-based MEL system that combines classic indicators of process in research with innovative indicators of change. Implementation is the final stage of the capacity development (CD) for agricultural innovation systems (AIS) cycle of the TAP Common Framework. The Cycle consists of five stages:1.Galvanizing Commitment, 2.Visioning, 3.Capacity Needs Assessment, 4.CD Strategy Development and 5.Implementation. The implementation phase builds on the previous realization of a CD strategy, including an action plan, based on the results of a capacity needs assessment. Those individuals or organizations who assume responsibility for a certain activity will be in charge of implementing the plan.
The design of capacity development interventions is a crucial phase in the capacity development (CD) for agricultural innovation systems (AIS) cycle of the TAP Common Framework. Intervention planning follows from and builds on the visioning exercises and needs assessments carried out beforehand. Options for CD interventions will depend on the country context, ongoing programmes and funding opportunities. Prioritization should also include identification of activities that can take off immediately.

The visioning process brings together representatives of actor groups within the agricultural innovation systems (AIS) to build on their common understanding of AIS and the need for a coordinated approach. The process involves a wide spectrum of interested parties including ministries, legislative bodies and representatives of the private sector plus development partners and civil society.
Galvanizing the commitment of agricultural innovation systems (AIS) actors through learning, participation and reflection is a prerequisite for capacity development (CD) initiatives. This phase ensures both a common understanding of the process of CD for AIS as well as to create ownership and high-level support by those that head and lead representative bodies of actors within the system.
Numerous innovation platforms have been implemented to encourage the adoption of agricultural innovations and stakeholder interactions within a value chain. Yet little research has been undertaken on the design and implementation of innovation platforms focussing on issues other than market access and aiming to encourage agro-ecological intensification.

La base de este análisis es el reconocimiento expreso de la heterogeneidad territorial presente en Colombia y la necesidad de contribuir con insumos técnicos que permitan reconocer las diferencias y así poder identificar de manera más precisa oportunidades para un sector que tiene potencial de desarrollo y que en un contexto de construcción de paz, puede ser fundamental para un crecimiento sostenible e inclusivo.
