The purpose of this Guidance Note is to help countries to assess the quality of public spending on science, technology, and innovation (STI). It adopts a results-oriented framework, combining the consolidation of STI expenditures with the analysis of their main outputs, intermediate outcomes, and developmental impact. The framework proposes the analysis of three main sources of deficiencies: (i) program design/implementation; (ii) institutional conditions; and the (iii) composition and level of public expenditure.
Good agricultural practices (GAPs) are an indispensable tool for risk management due to the close relationship between agriculture and climate, as well as the climate variability currently being experienced. The implementation of these tools, however, involves fostering innovation, increasing knowledge and giving stakeholders, small producers in particular, a holistic view, so that they may improve their production systems, increase their resilience, and ensure their sustainability.
The main objective of the Guidelines is to provide a non-binding complement to other guidelines and offer advice to RDP evaluation stakeholders on how to carry out the evaluation activities for answering the common evaluation questions related to innovation. Since the RDP’s effects on innovation in rural areas can be expected to take place, most likely, in the long-term, the guidelines focus in particular on those evaluation related activities, which will be reported in the AIR in 2019 and in the ex post evaluation. Il propose un cadre pour analyser le rôle des pouvoirs publics dans le renforcement de l’innovation, afin d’aider á identifier des actions concrètes pour améliorer la productivité, l’utilisation durable des ressources et la capacité des systèmes nationaux et mondiaux agricoles et agroalimentaire á s’adapter aux évolutions futures des marchés.
