In this article is presented an emergent capacity development approach that the authors have developed through participatory action research in Peru and Ecuador, which they call ‘systemic theories of change’ (STOC), for organisational capacity development. They argue that capacity development should be understood as systemic learning. The STOC approach promotes reflection about how we as individuals, organisations, and broader social groups and societal configurations, understand how change occurs.
This brochure presents the UNDP approach to supporting capacity development and the policy statements that UNDP supports. These are backed up by ongoing research and analysis of capacity development theory, methods and applications. This brief summarises the publication ‘Mobilising the potential of rural and agricultural extension’ that was prepared for the Global Conference on Agricultural Research for Development (GCARD) in Montpellier, March 2010. Rural advisory services are key to putting smallholder demands at the centre of rural development, ensuring food security, and dealing with risks and uncertainty. The brief focuses on five opportunities to mobilise the potential of rural advisory services.
Feeding an additional three billion people over the next four decades, along with providing food security for another one billion people that are currently hungry or malnourished, is a huge challenge. Meeting those goals in a context of land and water scarcity, climate change, and declining crop yields will require another giant leap in agricultural innovation. The aim of this paper is to stimulate a dialogue on what new approaches might be needed to meet these needs and how innovative funding mechanisms could play a role.
The purpose of this article is to investigate effective reformism: strategies that innovation networks deploy to create changes in their environment in order to establish a more conducive context for the realization and durable embedding of their innovation projects. Using a case study approach, effective reformism efforts are analyzed in a technological innovation trajectory related to the implementation of a new poultry husbandry system and an organizational innovation trajectory concerning new ways of co-operation among individual farms to establish economies of scale.
