While the development commu nity has recently begun the turn toward climate-sensitive program ming, climate-related efforts have focused on big transformations and big polluters. Energy generation and deforestation are easily identified sources of greenhouse gas emissions for which we have data and policy tools, and therefore a certain degree of comfort. Certainly, global emissions are greatly influenced by energy generation, distressing rates of deforestation in what remains of the world's tropical forests, and other large sources of greenhouse gas emissions.

World population is expected to surpass the 9 billion mark by 2050, and agriculture has to increase the production of nutritious food to meet the growing demand and ensure food security for all. It has to generate jobs, improve incomes and contribute to poverty eradication and rural economic growth. And it has a major role to play in the sustainable management of natural resources. The use of mobile phones has increased rapidly in many developing countries, including in rural areas. Besides reducing the costs of communication and improving access to information, mobile phones are an enabling technology for other innovations.
