This sourcebook outlines some of the key tools used by those involved in institutional development. While there are an increasing number of tools and techniques, the focus here is on those that are used or have been used in DFID’s own institutional work.
The purpose of this Guidance Note is to help countries to assess the quality of public spending on science, technology, and innovation (STI). It adopts a results-oriented framework, combining the consolidation of STI expenditures with the analysis of their main outputs, intermediate outcomes, and developmental impact. The framework proposes the analysis of three main sources of deficiencies: (i) program design/implementation; (ii) institutional conditions; and the (iii) composition and level of public expenditure.
The guide on Reflexive Monitoring in Action offers principles, practical guidelines as well as theory and tools. Additional tools, developed more recently, are provided separately. Present-day society asks more from agriculture than just the production of food. Agriculture is now required to be concerned with the quality of food, ecosystem services, inclusion of marginalized populations, revitalization of rural territories, energy production, etc. This opening up of the future of agriculture encourages rural actors to experiment with new farming systems, using imagination, creativity and determination to replace dominant models. At the same time, low-cost mass-production systems continue on their way, with promises of a future based on green technologies.
This study estimates the mitigation potential of agricultural practices supported by IFAD’s current investments in agricultural development to provide guidance for the design of future IFAD investments. We use data from field studies in the scientific literature to estimate the effects of a large set of agricultural practices promoted by IFAD (and other development agencies) on soil organic carbon stocks, nitrous oxide emissions from soils, and methane emissions from rice paddies.
Interest in farmland is rising. And, given commodity price volatility, growing human and environmental pressures, and worries about food security, this interest will increase, especially in the developing world. One of the highest development priorities in the world must be to improve smallholder agricultural productivity, especially in Africa. Smallholder productivity is essential for reducing poverty and hunger, and more and better investment in agricultural technology, infrastructure, and market access for poor farmers is urgently needed.
Agricultural water management is a vital practice in ensuring reduction, and environmental protection. After decades of successfully expanding irrigation and improving productivity, farmers and managers face an emerging crisis in the form of poorly performing irrigation schemes, slow modernization, declining investment, constrained water availability, and environmental degradation. More and better investments in agricultural water are needed.
