This paper addresses the question how public-private partnerships (PPPs) function as systemic innovation policy instruments within agricultural innovation systems. Public-private partnerships are a popular government tool to promote innovations. However, the wide ranging nature of PPPs make it difficult to assess their effects beyond the direct impacts they generate for the partners.
The final report outlines key outputs and outcomes of the implemented activities between 7 April 2015 and 6 April 2019 including review of the seed sector in Afghanistan; development of legal, managerial and technical documents for Public-Private-Producers Partnership (PPPP) model in seed sector, revitalization of seed testing laboratories, capacity building of stakeholders and awareness raising among stakeholders. The project was initiated in 2015 with a brainstorming workshop to create awareness about the PPPP concept among stakeholders and document their suggestions.
The drylands of the Global South are facing challenges from human population growth, unsustainable land-management practices, and climate change. Such problems are complex and can no longer be adequately addressed using traditional, top-down means. Rather, increased reliance on public participation is needed to better identify key research questions and interventions that promote positive change. Major actors in these approaches would include communities, applied researchers, outreach agents, policy makers, and planners working in tandem.
The purpose of this report is to provide some of the groundwork in answering the question of how the CGIAR system and other public agricultural research organisations should adapt and respond to an era of transformation framed by the SDGs. It does this by exploring the way in which this transformation agenda reframes agricultural research and innovation.
Innovation is the process whereby individuals or organizations bring new or existing products, processes or ways of organization into use for the first time in a specific context. Innovation in agriculture cuts across all dimensions of the production cycle along the entire value chain - from crop, forestry, fishery or livestock production to the management of inputs and resources to market access. This paper analyzes the status of Pakistan’s agriculture in the world and quantifies the potential of improving productivity and quality of value chain at its different nodes. A great potential of expansion in the value chain of large number of agricultural commodities produced in Pakistan are observed. Just bringing the average crop yield levels at par to the world average yield can generate over US$11 billion additional revenues to the producers. Despite lower yield, majority of commodities have lower prices compared to the world average prices at the farmgate.

This study aims to inspire the success of further agricultural innovation policies. Findings from this study will provide useful inputs for researchers, governments, the private sector, donors, and other stakeholders to improve policy‐maker engagement processes for innovations to ensure appropriate development and dissemination of innovation and maximise their socioeconomic impacts on the wider population. In the context of this study, the levels to consider for the study are local and national.
Mounting evidence points to the fact that climate change is already affecting agriculture and food security, which will therefore make the challenge of ending hunger, achieving food security, improving nutrition, and promoting sustainable agriculture even more difficult (FAO 2016). Through Sustainable Development Goal (SDG) 13, the 2030 Agenda calls for strengthened resilience and adaptive capacity in response to natural hazards and climate-related disasters globally.
As social and ecological problems escalate, the role of collective capacity and knowledge is becoming more critical in reaching solutions. This capacity and knowledge are dispersed among diverse stakeholder organizations. Thus, organizations in the private, public and civil society sectors are experiencing pressure to address these complex challenges through collaborative action in the form of multi-stakeholder partnerships.
