This paper collects and examines the experiences of the leaders of the U.S. North Central Region’s entire set of farm link services, including both active and closed programs. This paper attempts to identify the major factors associated with some of the failures and successes of integrated watershed management policies and projects with a particular emphasis on the uplands of mainland Southeast Asia. It argues that many policy measures have been misguided by failing to acknowledge the multi- dimensional facets of sustainable watershed management and putting too much emphasis on command-and-control approaches to resource management and one- size-fits-all conservation models.

Most agencies supporting agricultural research in sub-Saharan Africa (SSA) provide funds for discrete projects over specific periods of time, usually a maximum of three years. Research topics identified for calls for proposals are not always well aligned with users’ needs. In particular, research topics may not reflect the priorities of organizations - such as farmer organizations and private agribusinesses, with interests in the research outcomes; they are not generally supported to play a significant role as project partners.
