Innovation is an important challenge for European agriculture, but little is known about the performance of the Agricultural Knowledge and Innovation Systems (AKIS). This report contributes towards this knowledge, as it reports on experiences from different countries and regions. The systems are very different between countries, regions and sectors.
This note offers a conceptual framework for dealing with 1) institutional and capacity assessment; and 2) capacity development issues, mainly in the public sector areas. This framework will be particularly useful in the in the preparation of support to sector programmes and budget support exercises.
This report is about the Directorate General for Development and Cooperation (DEVCO) approach to Agricultural Research for Development (AR4D) in the context of how well it responds to current policy priorities in sustainable agriculture, nutrition and resilience, and how it is positioned within the European and global agenda to achieve maximum impact. The approach builds on lessons learned and reviews and evaluations of research under AR4D portfolio under the Food Security Thematic Programme.
Agricultural knowledge and innovation systems (AKIS) are in transition in many countries from a linear, top-down approach towards more flexible and interactive arrangements. This transition to a system more responsive to changing demands seeks to improve the adoption of innovation in order to strengthen the competitiveness of the agri-food sector. This article focuses on the research and innovation components of the AKIS to analyse the main developments of recent years and their drivers.
In the framework of a wide Foresight process, launched by the Standing Committee on Agricultural Research (SCAR) and aiming to identify possible scenarios for European agriculture in a 20-year perspective, DG RTD/E of the European Commission established a high-level Consultancy Expert Group (CEG) that analysed and synthesised foresight information in order to provide research policy orientations, tacking stock of the report from the first Foresight Expert Group (FEG) published in February 2007.
This document sets out how EU Research and Innovation (R&I) policy contributes to the major global challenge of ensuring food and nutrition security (FNS). It is a first step in the further development of a more coherent approach to European R&I which aims at mobilising resources and stakeholders to set out aligned R&I agendas in response to recent international political drivers such as the Sustainable Development Goals and the COP 21 climate commitments.
Este documento describe herramientas que se han diseñado para aumentar la orientación a la demanda y mejorar la efectividad del apoyo al desarrollo de la capacidad (DC), incluida en la Estrategia de la Comisión Europea para la reforma de la cooperación técnica (CT). Las herramientas se usan habitualmente en formación y talleres y también sirven de orientación a la hora de evaluar la capacidad y ayudar a los socios a desarrollar estrategias y programas de DC, especialmente a escala sectorial.
El trabajo se organiza mostrando, primero, una visión de las posibilidades que el uso de las TIC ofrece a la agricultura y al desarrollo de los sectores rurales para centrarse, después, en las barreras y limitaciones que impiden la generalización del uso y adopción de esas tecnologías por los agricultores. he European Union's long-term strategy for agricultural research and innovation was published in January 2016 following a year-long process of development, which included targeted consultations. Based on five priority areas, the strategy guides the programming of its main research and innovation programme – Horizon 2020 – not only for 2018 to 2020 but also for the period beyond 2020, to be covered by Horizon Europe.

Elle comprend des informations générales sur l’effet que le changement climatique et la variabilité du climat ont sur les secteurs de l’agriculture et la sécurité alimentaire et la nutrition et sur la façon dont ces secteurs et les habitudes alimentaires contribuent aux émissions de gaz à effet de serre.
