A growing variety of public and private rural advisory services are available today, leading to increasingly “pluralistic service systems” (PSS), in which advisory services are provided by different actors and funded from different sources. However, these PSS and the way they operate are still poorly understood. In particular, how PSS can effectively respond to demands of heterogeneous farmers in contexts where small-scale agriculture increasingly needs to exploit value addition and adapt to market requirements.
It is adressed in this paper opportunities of Q Methodology for empirical agricultural innovation studies. In the systems perspective on innovation, multi-actor innovation networks are seen as a key strategy to successful innovation. Given the several types of actors involved, the scientific and policy literature points at the need for ‘innovation brokers’ to build capacity for collective innovation and prevent innovation network failures.
Transforming a centrally planned system of agricultural production to one where individual farmers are accorded choice in crop mix and land use management practices is much more than a structural change. Embedded within this process is a fundamental shift in how knowledge is generated, disseminated and adopted. The Establishment of the Rahad Scheme in Eastern Sudan in the 1970s established an agricultural innovation system where formal actors such as extension, research, finance institutions and informal actors such as agro pastoral organizations are networking to provide better livelihoods within the irrigated scheme area. This investigation focuses on the roles and interactions of agro pastoral organizations and finance institutions in relation to extension work in Rahad Scheme.
Dairy farmers in the northern regions of New Zealand expressed widespread dissatisfaction with the performance and persistence of their pastures following drought conditions in 2007/08. Farmers were becoming disillusioned with the practice of renewing pasture as a means to introduce modern perennial ryegrass cultivars in their paddocks. This paper describes the formation and operation of an innovation network, consisting of private and public sector actors, that was formed in 2010 to improve the quality and consistency of advice provided to farmers.
Este documento surge de un diagnóstico rápido de los sistemas de innovación agropecuaria en Centroamérica y Panamá que se llevó a cabo en el marco del Programa Regional de Investigación e Innovación por Cadenas de Valor Agrícola (PRIICA). Los objetivos del estudio eran identificar qué factores limitan la adopción de la oferta tecnológica en la región y proponer un conjunto de buenas prácticas de extensión y transferencia agrícola que contribuyan a mejorar esta situación.
The articles in the dossier present different approaches to supporting farmer-led research, ranging from partnerships between small-scale farmer organisations and research institutions, to alliances of farmer groups, nongovernmental organisations and researchers, to constellations in which farmer organisations directly contract researchers. The articles highlight some innovations that have emerged from these processes and – more important still – show new ways of organising research so that it strengthens innovative capacities at grassroots level.
For agricultural extension and advisory services (AEAS), social media presents a huge scope not just to communicate to the farmers better and with efficiency, but also to act as innovation brokers in Agricultural Innovation Systems (AIS). And not just for the organizations, social media has made it easier for farmers to communicate with extension professionals, experts and peers in real time. And with this increased potential to share views and ideas and easy access to information, discretion becomes important for organizations to maintain professionalism in a new social world.
