A growing variety of public and private agricultural advisory services are available today, leading to increasingly ‘pluralistic service systems’ (PSS) where advisory services are provided by different actors and funded from different sources. This is generally regarded as an important step forward, as it steers away from relying on purely state-led or privatised service systems. PSS hold the potential to overcome constraints related to funding, staffing and expertise, and to make advisory services more demand-driven.

PSS have emerged in many countries as a response to a decline in public sector extension and the increasing demand for tailored, diverse and market-oriented services. Private companies, non-governmental organizations and producer organizations, today play more active roles alongside traditional public sector providers.
The challenges of providing food security for the developing world have perhaps never been so extreme, with the introduction of new technologies being matched by land degradation, water concerns and the often uncertain impacts of a changing climate. In short, we will need to produce more food on less land. Adding to the problem is the distrust and fear around some new technologies – particularly biotechnologies – that have created a divide between scientists and farmers, decision makers and the public. Working with women in the agriculture sector in Pakistan poses a challenge as agricultural extension and development staff are predominantly male and interactions for women with men outside the family are culturally not acceptable. At the same time, women in Pakistan play an equal role in agriculture as well as taking responsibility for household chores, including cooking and taking care of the nutrition of the family.

La «Note d'Orientation sur l'Opérationnalisation» récapitule brièvement les fondements conceptuels et les principes du Cadre commun de travail pour le renforcement des capacités des systèmes d'innovation agricole et fournit également un guide détaillé de l'opérationnalisation de l'approche à Double Entrée du renforcement des capacités (RC) pour les systèmes d'innovation agricole (SIA). Le document offre aussi une stratégie de suivi et d'évaluation ainsi qu'une Boîte à Outils d'outils sélectionnés qui peuvent être utiles aux différentes étapes du RC pour les SIA.
