This Economic and Sector Work paper, “Enhancing Agricultural Innovation: How to Go Beyond the Strengthening of Research Systems,” was initiated as a result of the international workshop, “Development of Research Systems to Support the Changing Agricultural Sector,” organized by the Agriculture and Rural Development Department of the World Bank in June 2004 in Washington, DC.
Experiential learning is prevalent in secondary and university agricultural education programs. An examination of the agricultural education literature showed many inquiries into experiential learning practice but little insight into experiential learning theory. This philosophical manuscript sought to synthesize and summarize what is known about experiential learning theory. The literature characterizes experiential learning as a process or by the context in which it occurs.

This note offers a conceptual framework for dealing with 1) institutional and capacity assessment; and 2) capacity development issues, mainly in the public sector areas. This framework will be particularly useful in the in the preparation of support to sector programmes and budget support exercises.
This report sets out the synthesis of work carried out within the framework of the Sahel and West Africa Club (SWAC) Secretariat Initiative on “The family economy and agricultural innovation: towards new partnerships”. The initiative aimed to stimulate analyses, collect field data and case studies that encourage debates between regional actors, with a view to informing the development of regional policies and actions in order to promote and strengthen producer access to agricultural innovation, where most producers are anchored in the family economy.
The purpose of this paper is to map some elements that can contribute to an IFAD strategy to stimulate and support pro-poor innovations. It is an initial or exploratory document that hopefully will add to an ongoing and necessary debate, and is not intended as a final position paper. The document is organized as follows.

This study describes the evolving context and organisational linkages in the agricultural innovation system of Azerbaijan and suggests ways to promote effective organisational ties for the development, distribution and use of new or improved information and knowledge related to agriculture. Graph-theoretic principles and concepts are employed to assess the existing organisational linkages vital for agricultural innovations.
This briefing paper aims to raise debate about agricultural information management (AIM) in the CORAF region. It draws attention to initiatives concerned with AIM and sub-Saharan Africa (SSA) from global to local levels. Using these examples, we pose questions as to what AIM is, highlight some key dilemmas, and some promising initiatives that may provide inspiration for debate about information in development. Innovation systems can be defined in a variety of ways: they can be national, regional, sectoral, or technological. They all involve the creation, diffusion, and use of knowledge. Systems consist of components, relationships among these, and their characteristics or attributes. The focus of this paper is on the analytical and methodological issues arising from various system concepts. There are three issues that stand out as problematic.
