The issue of regional differences in development has moved to the center of the development debate in Sri Lanka, partly after the release of regional poverty data. For the past many years, there have been significant and increasing differences between the Western province and the rest of the country in terms of per capita income levels, growth rates of per capita income, poverty rates, and the structure of provincial economies. The structure of the report is as follows: chapter two looks at the poverty/growth/agriculture nexus in the poorest regions of Sri Lanka.
This review's objectives were to examine the structure and performance of the agricultural research and extension systems (public and private) at the central and provincial levels, identify successes as well as constraints to improving the system s effectiveness for fostering innovation, and propose options for further policy and institutional development, drawing on lessons from international experience. The review focused principally on nonplantation crops, although its main recommendations apply across the agricultural sector.
The publication reviews forty years of development experience and concludes that donors and partner countries alike have tended to look at capacity development as mainly a technical process, or as a transfer of knowledge or institutions from North to South.
West Africa’s smallholders are dynamic and innovative and, if given the opportunity, could easily and sustainably double or treble their productivity. This would have a huge impact on the region’s food security and economic growth. The Convergence of Sciences programme has spent the past decade exploring new pathways for agricultural innovation that focus on enabling smallholders to capture opportunity.
The study analyzes the current state of Agricultural Technical and Vocational Education and Training (ATVET) in Africa and presents its challenges and opportunities. A review of the ATVET in selected Sub-Saharan Africa countries shows that there are far too few training opportunities for young people and that often, the training offered does not match the needs of the private sector and of local administrations. This training manual was developed for Africa RISING, a USAID funded research-for-development (R4D) program that recognizes gender mainstreaming as key for achieving its overall research and development objectives. The program is based on an integrated action research and farming-systems approach, and strives for gender transformation. A gender capacity assessment in 2015 identified a pronounced demand among Africa RISING scientists for training in gender analysis. As a first step towards addressing this need, an annotated bibliography with selected sources for self-learning was developed.
A challenge for researchers and other developers of new technologies in agriculture is to find ways of communicating their results and recommendations. This challenge is particularly acute in regions in which farmers have limited access to education and where illiteracy is widespread, such as in the rural areas of Mali. One approach that shows potential, yet remains largely unused by extension services, is the dissemination of educational video on mobile phones with video and Bluetooth technology, which are widespread in the region.

These Proceedings report on the second International Conference of the Convergence of Sciences (CoS) programme in Elmina (2009). The first International Conference was four years earlier in the same location, where it was discussed how to follow up on the findings of the first CoS Programme phase (entitled CoS1 running from 2001 to 2006). The Conference was intended to introduce the focus on “innovation systems”, and how to enhance these systems for smallholder farmers’ development.
The objective of this report is to identify and evaluate best practices in smallholder private irrigation in West Africa. The report is based on a comparative assessment of the smallholder private irrigation subsector in Burkina Faso, Mali, Niger, and Nigeria, which included a literature review, field visits, and workshops at both national and regional levels. The task lists for the assessment is provided in annex one. This report first presents the main features of smallholder irrigation and the development projects that have promoted its use in West Africa in chapter two.
