World Bank Institute (WBI) works to improve the understanding, practice and results of capacity development, an important way to support development goals and priorities for aid effectiveness. WBI developed the Capacity Development and Results Framework (CDRF), as a strategic and country-led approach to capacity development that emphasizes the empowerment of local agents through learning, knowledge and innovation.

This study, conducted by the World Bank at the request of the Government, is motivated by the need to understand Malaysia’s progress in facilitating the shift to a knowledge-focused economy.

Given the diversity and context-specificity of innovation systems approaches, in March 2007 the World Bank organized a workshop in which about 80 experts (representing donor agencies, development and related agencies, academia, and the World Bank) took stock of recent experiences with innovation systems in agriculture and reconsidered strategies for their future development. This set of guidance notes is designed to support practitioners and evaluators in conducting retrospective evaluations of a capacity development intervention or portfolio to assess and document results. Users will enhance their understanding of the capacity development process, of what works and what does not work in promoting change and to inform future programs. The standard M&E approach for assessing capacity development results has not been sufficient.

The Capacity Development Results Framework (CDRF or the Framework) is a powerful new approach to the design, implementation, monitoring, management, and evaluation of development programs. Originally conceived to address well-documented problems in the narrow field of capacity development, the Framework can be profitably applied to assess the feasibility and coherence of proposed development projects, to monitor projects during implementation (with a view to taking corrective action), or to assess the results, or even the design, of completed projects. 

The Nile Story is one of immense challenges and remarkable achievements for the economic development of the region. It begins in 1999, when the ministers in charge of water affairs in the Nile countries agreed to form the Nile Basin Initiative (NBI). Between 2003 and 2015, the Nile Basin Trust Fund (NBTF) supported and coordinated cooperative work in the region, which has been delivered mainly through the NBI.

This report assesses the impact of participation in farmer organizations (FOs) on food security of rural households in Cambodia. The study is particularly set out to following: (1) examine FOs’ roles and operation and challenges for improving household’s food security; (2) analyze household’s characteristics that determine participation in FOs; (3) assess the impact of FOs on food security and livelihood of the rural poor; and (4) provide specific recommendations for changes in relevant legal acts and regulatory frameworks associated with FOs.

The aim of the rapid assessment is to support the transition from emergency post conflict recovery to a development approach. The completion of the water, sanitation, and hygiene, or WASH strategic framework in 2011 was intended to mark the beginning of this transition in the water resources sector. Among other things, the transition involved the adjustment of policy and strategy and possibly a rethinking of approaches as the government shifts from primarily supply-driven emergency and recovery assistance to sustainable development.

This study aims to achieve a better understanding of the agricultural risk and risk management situation in Tanzania with a view to identifying key solutions to reduce current gross domestic product (GDP) growth volatility. For the purpose of this assessment, risk is defined as the probability that an uncertain event will occur that can potentially produce losses to participants along the supply chain.

The purpose of this Guidance Note is to help countries to assess the quality of public spending on  science, technology, and innovation (STI). It adopts a results-oriented framework, combining the consolidation of STI expenditures with the analysis of their main outputs, intermediate outcomes, and developmental impact. The framework proposes the analysis of three main sources of deficiencies: (i) program design/implementation; (ii) institutional conditions; and the (iii) composition and level of public expenditure.
