The report synthesises the research conducted under the PRO AKIS project for the topic "Designing, implementing and maintaining agricultural/rural networks to enhance farmers’ ability to innovate in cooperation with other rural actors".

The present case study investigated a policy-induced agricultural innovation network in Brandenburg.

This report has the aim of contributing to the PRO AKIS overall goal of exploring and identifying the possibilities, conditions and requirements of rural networks to enhance the farmers’ ability to create, test, implement and evaluate innovation in cooperation with other actors.In particular, the report presents two cases: the Small Fruit Cluster (SFC) and the Drosophila Suzukii Monitoring (DSM) network. The SFC is a nationwide, multi-actor network composed of several actors, interacting in the small fruit sector in Portugal.

This report provides a synthesis of all findings and information generated through a “stocktaking” process that involved a desk study of Prolinnova documents and evaluation reports, a questionnaire to 40 staff members of international organizations in agricultural research and development (ARD), self-assessment by the Country Platforms (CPs) and backstopping visits to five CPs. In 2014, the Prolinnova network saw a need to re-strategise in a changing context, and started this process by reviewing the activities it had undertaken and assessing its own functioning.

In the 90’s first steps were taken in Cuba to strengthen family farming. A participatory seeds breeding, multiplication and diffusion project started, a challenge to Cuban scientists, not used to involve farmers in the decision making process and recognizing them as equal partners. This project further evolved to become the Local Agricultural Innovation Programme, Spanish acronym PIAL (Programa de Innovación Agropecuaria Local).

This report describes the 2012 NAIS Assessment was piloted in 4 countries: Botswana, Ghana, Kenya and Zambia. Data were collected through a survey questionnaire, open-ended interview questions, and data mining of secondary sources. A team led by a national coordinator took charge of data collection from various partner organizations in each country. 

Emilio Ruz, executive secretary of the Cooperative Programme for Agri-food and Agroindustrial Technological Development of the Southern Cone (PROCISUR), presented the PROCISUR’s frame-work of innovation management at the 3rd GFRAS Annual Meeting, "The Role of Rural Advisory Services in Agricultural Innovation Systems", 26-28 September 2012, Philippines. Michael Kügler, from the Brussels Office of the EU-Platform of Chambers of Agriculture, presented the EU-Innovation Partnership (EIP),designed to support knowledge transfer, coop-eration, and collective investment, at the 3rd GFRAS Annual Meeting, "The Role of Rural Advisory Services in Agricultural Innovation Systems", 26-28 September 2012, Philippines. He referred to the need to pursue innovation in a cross-sectorial approach, interlinking existing initiatives, facilitating communication, providing value added through networking, and achieving syner-gies.

The paper explores the implications of rural livelihood diversity for agricultural innovation policies. It summarises literature on the nature of rural poverty, with particular emphasis on the relative roles of farm and non-farm income. It also reviews the various roles, direct and indirect, that agricultural innovation can play in rural poverty reduction. Finally, it uses an agricultural knowledge and information systems (AKIS) perspective to argue for a differentiated approach to targeting agricultural innovations, based on an analysis of rural assets.
