The Synthesis Document, here in its Hindi version, provides a synthesis of concepts and principles of the Common Framework developed under the Tropical Agriculture Platform (TAP). The objective of the TAP Common Framework is to promote better coherence and greater impact of capacity development in support of agricultural innovation in the Tropics. Developed in 2015 through a highly participatory process, it was agreed that the Framework should provide conceptual underpinnings and practical guidance.
This paper employs the concepts of gender norms and agency to advance understanding of inclusive agricultural innovation processes and their contributions to empowerment and poverty reduction at the village level. In line with the Watershed Guidelines of 2008 - released by the Government of India - the Indian Department of Agriculture and Cooperation, in partnership with the German International Cooperation (GIZ), has implemented a project called ‘Strengthening Capacity Building for Decentralized Watershed Management’. The objective of the project was to improve the capacities and networking of central and state organizations to implement large public investment for decentralized watershed management programs. A group of researchers and industry writers have constructed a narrative of technological triumph for Bt cotton in India, based on an empirical record of superior performance compared to conventional seed. Counterclaims of Bt cotton failure are attributed to mutually reinforcing interactions among non-governmental organisations which avoid rigorous comparisons. However, researchers and the biotechnology industry are also engaged in a similar authentication loop for generating, validating, and publicising such facts.
The building of sustainable innovation capabilities in Africa requires an innovation system capable of producing, disseminating and using new knowledge. This paper assesses the process of constructing the National Innovation System (NIS) in Rwanda. It is posited that consensus on and acceptance of the concept of NIS among stakeholders is crucial in the early process of constructing an efficient and dynamic innovation system. Primary empirical data are presented for the case of Rwanda and analyzed in a regional context.
Rwanda has benefited from ‘hard’ agricultural invest ment projects in the past two decades, promoted by a supportive and responsive government in collaboration with various donors and development actors. CDAIS looked to increase the impacts of such investments through strengthening ‘soft’ skills in three innovation niche partnerships surrounding significant public, private or donorfunded infrastructure developments, and linking this to organisational and national levels.
While education access has improved globally, gains are uneven, and development impacts driven by increases in education continue to be left on the table, especially in rural areas. Demand-driven extension and advisory services (EAS) – as a key institution educating rural people while providing agricultural advice and supplying inputs – have a critical role to play in bridging the education gap. This can help ensure that millions of young people successfully capitalise on opportunities in agriculture markets, as surveys in Rwanda and Uganda demonstrate.
