This study describes the evolving context and organisational linkages in the agricultural innovation system of Azerbaijan and suggests ways to promote effective organisational ties for the development, distribution and use of new or improved information and knowledge related to agriculture. Graph-theoretic principles and concepts are employed to assess the existing organisational linkages vital for agricultural innovations.
Early applications of the innovation systems framework to developing-country agriculture suggest opportunities for more intensive and extensive analysis. There is ample scope for empirical studies to make greater use of the theoretical content available in the literature, and to employ more diverse methodologies, both qualitative and quantitative. Further, there is room to improve the relevance of empirical studies to the analysis of public policies that support science, technology, and innovation, as well as to policies that promote poverty reduction and economic growth.
This report sets out the synthesis of work carried out within the framework of the Sahel and West Africa Club (SWAC) Secretariat Initiative on “The family economy and agricultural innovation: towards new partnerships”. The initiative aimed to stimulate analyses, collect field data and case studies that encourage debates between regional actors, with a view to informing the development of regional policies and actions in order to promote and strengthen producer access to agricultural innovation, where most producers are anchored in the family economy.
This policy brief sets out the conceptual and empirical underpinnings of a learning-orientated monitoring and evaluation approach known as Institutional Learning and Change (ILAC) and discusses options for learning-oriented interventions and policy research.
The present report is based on the authors' visits to Bolivia, Honduras and Nicaragua, during June-August 2004 in order to develop an initial understanding of innovation processes and identifying stakeholders working with national innovation processes. It also review the experiences of the invited Latin American participants in the 7th Global Conference of Competitiveness Institute (entitled "Building Innovative Clusters for Competitive Advantage") in September 2004 and finally presents suggestion for further activities.
The International Livestock Research Institute (ILRI) and the Ministry of Agriculture (MoA) initiated a 5 year project in June 2004 with the financial assistance from the Canadian International Development Agency (CIDA). A l'époque cela était appelé «information et communication pour le développement" (ICD).
