This brief report lays out ten theories of advocacy and policy change. These theories are intended to articulate the policy making process and identify causal connections supported by research to explain how and why a change may or may not occur. It further provides examples of the way in which advocates, funders, and evaluators can use these theories in their work.
The chapter presents a research for development program’s shift from a Logframe Approach to an outcome and results-based management oriented Monitoring, Evaluation and Learning (MEL) system. The CGIAR Research Program on Climate Change, Agriculture and Food Security (CCAFS) is designing an impact pathway-based MEL system that combines classic indicators of process in research with innovative indicators of change. The chapter presents the approach to theory of change, impact pathways and results-based management monitoring, evaluation and learning system
The IPMS project proposes to ‘contribute to improved agricultural productivity and production through market-oriented agricultural development, as a means for achieving improved and sustainable livelihoods for the rural population’ in Ethiopia. The main challenge in Indonesia to an innovation-led approach to increasing farm productivity and farmers’ incomes is not due to a lack of good ideas by researchers but rather the lack of effective mechanisms making these ideas available and accessible to farmers.
