The Tanga Dairy Platform, created in 2008, is an informal forum of different stakeholders involved in the dairy industry of Tanzania’s Northeastern Tanga region. Many small-scale irrigation systems are characterized by low yields and deteriorating infrastructure. Interventions often erroneously focus on increasing yields and rehabilitating infrastructure. Small-scale irrigation systems have many of the characteristics of complex socio-ecological systems, with many different actors and numerous interconnected subsystems. However, the limited interaction between the different subsystems and their agents prevents learning and the emergence of more beneficial outcomes.
The objective of this report is to assess the usefulness of providing guidance for scaling up good practices in core ARD business lines, and to test the prospects for doing so. The output of the document is a guide for a systematic discussion on scaling up of Competitive Grant Schemes (CGSs) for agricultural research and extension at key decision points during the life of an ARD project. This report addresses the other end of the state-of-practice spectrum - good practices and beyond.

These guidelines have been elaborated by the CDAIS project to organize policy consultations at national level. In particular, they can be used by project teams (e.g. project managers, facilitators, policy consultants) for the planning of national policy dialogue events to discuss policy related issues emerged during the local consultations at innovation partnership level and require attention of national policy makers.
The Action Planning is a tool that formalizes commitments and plots the route to their implementation. An action plan is intended for the use of the core actors, who will have been identified beforehand in the visioning phase. It determines who does what and when, and is therefore essential to ensuring that things get done and that the goals and visions set out in the capacity development strategy are achieved.
The capacity-focused problem tree pinpoints a core capacity issue, along with its causes and effects. It helps clarify the precise capacity-development objectives that the intervention aims to achieve. The focus should be on functional capacity, but room should be left to acknowledge technical capacity issues too.
This tool enables participants to become cognisant of the functional capacities discovered through the capacity scoring questionnaire, and test the limits of these capacities through simulations or role-playing (e.g. problem-solving, collaboration, information sharing, and engagement). The simulation game leads to an intuitive understanding of innovation capacities and of the importance of the enabling environment, helping participants to learn about the significance of these capacities.
