Le présent document a reconnu l’existence d’un consensus international croissant au sujet de l’importance de l’objectif de renforcement des capacités et de la façon dont il a des chances d’être réalisé. L’accent a été mis sur la reconnaissance du fait que le renforcement des capacités est un processus endogène, sur l’importance de l’appropriation des politiques nationales qui en résulte, et sur la nécessité pour les donneurs de se limiter à encourager et à soutenir les efforts du pays.
Ce document offre un cadre de réflexion sur le renforcement des capacités, établi à partir des principaux enseignements tirés de l’expérience, qu’elle soit positive ou négative.
The publication reviews forty years of development experience and concludes that donors and partner countries alike have tended to look at capacity development as mainly a technical process, or as a transfer of knowledge or institutions from North to South.
Successful cases of innovation invariably demonstrate a range of partnerships, alliances and network-like arrangements that connect together knowledge users, knowledge producers and others involved in enabling innovation in the market, policy and civil society arenas. This conference proceedings from the OECD Conference on Agricultural Knowledge Systems (AKS), held in Paris, on 15-17 June 2011, discusses a large range of experiences and approaches to AKS explores how to foster development and adoption of innovation to meet global food security and climate change challenges. The conference considered developments in institutional frameworks, public and private roles and partnerships, regulatory frameworks conducive to innovation, the adoption of innovations and technology transfers, and the responsiveness of AKS to broader policy objectives.
The relationships between agriculture, the environment, and development are deep and complex. By 2050 a 70 per cent increase in production will be needed to feed an additional 2.7 billion people on an already degraded natural resource base. In light of this and amid the realities of climate change, the agricultural sector is now coming to terms with its potential role for contributing to – rather than diminishing - environmental, institutional, social and economic resilience.
