CBCMP II is aimed at strengthening the human and institutional capacity of Afghanistan’s Ministry of Agriculture, Irrigation and Livestock (MAIL). It also includes strengthening the linkages between MAIL, Provincial Directorates of Agriculture, Irrigation and Livestock and District Agriculture Offices.The primary objective is focused on improving the ministry’s institutional capacity by providing formal trainings and on the job training (coaching and mentoring) to civil servants in the target locations.
The frequency and severity of uncertain rainfall and climate extremes are projected to increase across many parts of the world. Access to rainfall forecasting information becomes an essential and critical resource that smallholder farmers should use to take advantage of good rains and avoid its adverse effects. In many smallholder farming communities, the reliability and accuracy of the scientific information is questionable and therefore not adequately used to make informed farming decisions.
The study analyzes the current state of Agricultural Technical and Vocational Education and Training (ATVET) in Africa and presents its challenges and opportunities. A review of the ATVET in selected Sub-Saharan Africa countries shows that there are far too few training opportunities for young people and that often, the training offered does not match the needs of the private sector and of local administrations. The Webinar with Universities on Capacity Development for Agricultural Innovation - Bringing System-wide Change in Asia-Pacific took place on 16 November 2017, 13:00hrs (CET) under the Tropical Agriculture Platform (TAP) hosted by the Food and Agriculture Organization of the United Nations (FAO). The Asia-Pacific Association of Agricultural Research Institutions (APAARI) organized and moderated the webinar, with support from FAO, the Global Confederation of Higher Education Associations for Agricultural and Life Sciences (GCHERA) and Global Forum for Agricultural Research (GFAR).
The paper discusses the work force development (Wfd) tool that places explicit focus on three functional dimensions of Wfd policies and institutions: (a) strategy; (b) system oversight; and (c) service delivery. Strategy refers to the alignment between workforce development and a country’s national goals for economic and social development. System oversight refers to the governance arrangements that shape the behaviors key stakeholders involved, including individuals, employers, and training providers.

In particular, the document refers to the YPARD e-discussion, which was held in September 2012 and raised the concern of the impact of the global economic recession and climate change on agriculture. This could lead to declining agricultural productivity, and low production further impacts the declining interest of youth in Agricultural activities.
